In 1997, the residents of Mexico City for the first time elected their highest political authority, the head of government, breaking the historical tradition that had had submitted them to the federal powers. Since then the participation of the citizens in the decisions that affect local public life has grown and exceeded the usual elections, to also express themselves in neighborhood meetings, plebiscites and consultations organized by the Electoral Institute of Mexico City. However, the Mexico of the 21st century requires for its political advance, in addition to the celebration of reliable elections, a more committed participation of all citizens and the promotion of democratic culture.
