When the Tokyo Metropolitan Police are on a stakeout looking for a serial assaulter known as "The Hammer Man", they find the suspect dead in an apartment. However, everything is not as it appears.
A blind rich woman named Kurumi Shodo asks Kogoro to help her find a boy who saved her life in the past, and whom she plans to reward very nicely in thanks. Her only clue is that the boy should have a large scar across either his torso or his chest, which he got while saving her life.
A letter, supposedly from Kaito Kid, is sent to Sonoko's uncle Jirokichi, announcing that he will break into his impregnable safe. Upon further inspection, Conan suspects that the letter is a fake and that there's more to the story.
Conan, Ran and Kogoro investigate the appearance of the Silver Witch, an urban legend that challenges people to drag races on mountain roads during thick fog.
