When she was young, Countess Eva Marie-Luise von Aspach-Ney was fascinated by the ideas of the 1968 era. She left the Saarland and her loved ones in no time and lived her wild years in Berlin. After the death of her father she returned to the Saarland and the villa is her only basis of life. As a consequence of her idiosyncratic and stubborn life, Eva's father - a benefactor in Saarland during his lifetime - contributed his inheritance to a foundation. This forces Eva to give a substantial donation to the foundation on December 31st each year. Otherwise she loses the inherited villa. The Countess and the other residents of the villa, who are closely linked to it, urgently needed support: Trude, the villa's handyman, her husband, caretaker Gustav Düppenweiler, Claire, the Lorraine maid, and Frieda, the cook , as well as friends and guests of the house, the curious journalist Martin Butzbach, doctor Gottlieb Hartz-Latour and lawyer Burckhardt Hülz. After the slums of Paris were engulfed in flames due to a serious of riots, the government inaugurated a plan which provided funding to non-profits that worked in the neighborhoods. The goal behind the plan was to develop programming to better occupy the 'kids of the projects'. Mathieu and Romuald received funding to expand 'Quartier TV' : a local television station based out of the community center in the Mines neighborhood outside of Paris. A dynamic and eclectic team forms: Nadia, a young radical journalist; Farid, an archaeology student; Souleymane, a promising young host; and the seductive Leila, a high school cinema intern. As they create various and original television programs, disagreements progressively arise between the members.
