"DIVER", also known as Section D, is a secret investigation team set up by the Hyogo Prefecture Police, to counter the rapidly increasing crime groups. Detective Hyogo Kurosawa is known to be a ruthless man who cheats on his partners to arrest criminals. When approaching evils, he is ready to get his hands dirty for the sake of justice.

Now, Kiichi and Yuki finally get into a criminal organization, which is the largest fraud group in Japan. At the top of the criminal organization is someone named Phoenix. They try to get close to this mysterious person.
