Marirosa Lamas, director of prisons at SCI Chester outside Philadelphia, recognizes that their correctional system is not working. Together with staff, she goes to prisons in Sweden, Norway and Denmark to seek inspiration for change. But the differences and cultural clashes are great.

Ward Charlie Alpha is rebuilt and gets single cells and a kitchen. Six inmates are randomly selected to test drive the department, which is renamed Little Scandinavia. Just as the new everyday life begins to roll, the ward, the prison and the world are hit by the pandemic, with grim consequences. An American prison is testing elements from the Scandinavian penitentiary with a focus on rehabilitation instead of punishment.
