Police Colonel Viktor Rastorguev, a professional and reliable comrade, is about to receive a new assignment. They are going to transfer him to work at the Ministry of Internal Affairs. However, the situation changes at lightning speed, and Rastorguev finds himself on the verge of retirement. Late in the evening, near a grocery store, he helps a young girl escape from three insolent men who arrived in a jeep. The Colonel takes the blow.

Colonel Rastorguev headed the Internal Affairs Directorate of the Central District of St. Petersburg. On his first day in his new position, he witnessed a disgusting scene. Private security officers extorted money from the owner of a small grocery store located near his new apartment. And they did it in a blatantly rude manner. Rastorguev made his first visit the next day to Major Tumanov.

A jewelry store was raided in the city center. Two saleswomen and a security guard were taken hostage. One of the saleswomen still managed to press the panic button. The police immediately rushed to the store. Colonel Rastorguev also arrived straight from the cemetery where Pyotr Maslov was buried. He proposed a capture plan that would save the lives of the hostages.

The former owner of the bookmaker's office, Lyoshenka, returns to the city, who went abroad to escape from creditors. At one time, Lyoshenka owed a lot of money to a lot of people. At the same time, the city is hosting a competition for the development of territories, in which former crime boss and now entrepreneur Evgeniy Bykov and businessman Karamyan compete.

The crime boss Maks, Maksim Tikhomirov, returns to the city from prison. Previously, he "oversaw" the area in which Evgeniy Bykov now "works." Tikhomirov is trying to regain his position. He goes to the club that once belonged to him - the club is now owned by Boryan. Tikhomirov demands the return of the club, but Boryan refuses.

Colonel Rastorguev, together with his subordinates, is conducting an operation to capture drug couriers who arrived in St. Petersburg from Moscow with a large shipment of cocaine. During the operation, all the criminals are killed. However, one of them turns out to be the son of a big crime boss in Moscow - Mazaev. He sends his man, Akhtyrskiy, to St. Petersburg to kill all the operatives who took part in that operation.

A man is murdered at the market after being deceived by a gypsy woman. Rastorguev is investigating this case. But the gypsy meets Rastorguev's wife Lena at the same market, and, intimidating her, lures a large sum of money from her, and also steals Rastorguev's ID, which he forgot at home on the table in the hallway. Now Rastorguev just needs to find this gypsy.

Bykov, realizing that it will not be possible to simply resolve the issue with Maks, shoots his club. Assistant Governor Simonov, having arrived at the crime scene, tries to convince Rastorguev that Maks himself carried out this execution in order to get rid of the former owner, Boryan. But Rastorguev does not believe Simonov. He understands that Bykov is somehow connected with this story. Lida calls Rastorguev and asks him to meet.

In the city, in gangster circles, after the murder of Bykov, a redistribution of property began. Two groups of drug dealers clashed - Chupa and Kastet. Rovinskiy and Kaplevich turned out to be invisible participants in their gathering in the underground garage. Rovinskiy, in order not to lead to shooting, proposed to arrest Kastet, but Rastorguev ordered only to keep an eye on him.

Rovinskiy learns important information from an informant. The Murmansk "authority" Tatarin will soon sell a large batch of weapons in the city, but if the "undercover" police officers themselves make the deal, then they will not have to chase around the city for every gun. To complete such a "transaction" you need money - 90 thousand dollars. As always, such an amount cannot be quickly obtained legally, so Rovinskiy uses his channel and turns to his old friend Usov.

At Rastorguev's request, his former colleague and devoted friend Nikolay came from Moscow to help the St. Petersburg detectives. After Chupa's murder, drug distribution in the area passed into the hands of other people. The old agents turned out to be useless, and criminal elements have long known Rastorguev's people by sight. So we had to resort to the help of a "guest" from the capital. Nikolay had the difficult task of infiltrating the ranks of drug lords.

On the way home from school, Pasha Rastorguev finds a pistol and brings it to the apartment. The boy is fascinated by the dangerous find and it gives him confidence. At his new school he still has conflicts with his classmates Korovin and Lapshin. The boys get attached to him all the time. Parents are already accustomed to the fact that their son often comes with a black eye. He tries to solve his problems on his own, but this time the situation got out of control.

In the city over the last week alone, 12 crimes have been committed according to one scheme: an online store receives an order for expensive equipment, the courier goes to the specified address, where, not allowing him to reach the entrance a few meters, he is attacked, severely beaten with brass knuckles, and the goods are taken away. Kaplevich and Rovinskiy begin searching for the criminal. Lena, Rastorguev's wife, began her duties at her new job and immediately discovered large violations. One of the companies receives services at twice the price.

The confrontation between Colonel Rastorguev and the "authority" Tikhomirov is gaining momentum. The underground casino, owned by Tikhomirov and bringing him huge income, has ceased to be "underground". And all this is "thanks to" the corpse of a certain Kirsanov, caught from the river. The investigation led investigators to this particular establishment. During the detention of the criminals, there were important wealthy guests in the hall, but the main commotion began the next day.

General Ostrovskiy addressed Rastorguev and Rovinskiy with a personal request - to find his "cool" car, brazenly taken away by the "strays". Of course, they are ready to look for the car, but why should this be done without publicity? Later, Ostrovskiy explains this to Rastorguev by saying that there was a case with top-secret documents left in the trunk of the car, and since he is waiting to be appointed to a new high position, a very unpleasant story could come out. At the same time as Rastorguev, assistant governor Simonov is also looking for a car, only he, unlike Ostrovskiy, turns not to law enforcement officers, but to 'authority' Maks Tikhomirov.

A double murder occurred in one of the apartments. Two prostitutes who rented an apartment were stabbed to death. Their elderly neighbor said that late in the evening, through the peephole in the door, she saw two police officers breaking in on the girls. This message horrified Rovinskiy. It was possible to find out from the local district police officer that the girls were constantly engaged in their "craft", but carefully "unfastened" money to everyone who was "due". After this, Rovinskiy met with the pimp of the victims, Alik, who himself didn't really know anything. However, investigator Mikhaylova was able to help with some information.
