General Rastorguev was appointed to the Main Directorate of the Ministry of Internal Affairs for St. Petersburg and the Leningrad Region. After treatment, the head of the department for solving premeditated murders, Andrey Nekrasov, returns to service, who is ready to help Rastorguev in a very unpleasant matter - to convict his colleagues from the Leningrad region of betrayal and blackmail. The story of the beating of an innocent citizen at the police station, who died from his injuries, becomes available to the press.

State Duma deputy Yuriy Mylnikov comes to St. Petersburg, dreaming of taking the governor's chair. To achieve his goal, he must be helped by Lykov, Rastorguev's former comrade in arms, who is confident that he can count on the general's full assistance. When the deputy's assistant is detained by the police for disorderly conduct, Mylnikov rushes to Rastorguev, but is refused. Soon, lawyer Pavlov, sent by Lykov, brings compromising evidence to Rastorguev - a video recording in which the general agrees to take the place of the head of the headquarters, for which a lot of money has already been paid.
