It's Inspector Longton's first day, and three men are committing racially motivated attacks, while a person leaving lots of graffiti around the area doesn't fit the usual profile of wayward youths.
As a sergeant, Inspector Longton arrested a man in another area for inappropriate behaviour with young girls. In this episode, the man spots Inspector Longton in the street, and goes to the police station, where he holds Inspector Longton hostage in her office, with PC Danny Sparks.
An overzealous shop manager tries to have a local respected elderly lady prosecuted for shoplifting of a minor item. The police decide not to pursue the matter.The disgruntled shop manager then refuses to co-operate with an anti-glue sniffing campaign organized by the same police and allows a local youth to purchase a large amount of solvent. A few hours later, PC Danny Sparks discovers the dead body of the boy in a derelict house. A furious Inspector Longton then goes to confront the manager and inform him of the tragic consequences of his actions.
