Three friends are trying to save their hometown from an environmental disaster.

Kirill is expelled from a Moscow university and returns home to the province. Everything is bad in his hometown. A local factory dumps waste into the river, protected forests are being cut down uncontrollably, and illegal landfills are multiplying. The elderly mayor wants to transfer powers to businessman Zuev (factory owner) in the elections.
