The series is set in a world inhabited by anthropomorphic vehicles. The protagonist is Wheelie, a racing car resembling a Volkswagen Beetle. His girlfriend is Rota Ree. Wheelie's main antagonist is Chopper, an anthropomorphic motorcycle. Chopper leads the Chopper Bunch, a motorcycle gang of hoodlums. He has unrequited feelings for Rota, and he constantly schemes against Wheelie. Among the gang members, Scrambles tends to perceive the flaws and dangers of each scheme.
