Inspector Chae I Do investigates a brutal serial murder case and suspects Kim Gwang Il, a wealthy North Korean defector. However, his government protects Gwang Il, and CIA-backed agent Jae Hyeok interferes with the investigation. Despite solid evidence, I Do is forced to release the suspect and suspended. North Korean officer Ri Dae Beom then proposes a joint investigation to capture the killer by any means necessary.
