Militiaman Pavel Kravtsov isn't just an ordinary man. He and his dog Caesar arrived in village Anisovka to serve their hard service.

The protagonist of the picture is the senior police lieutenant Pavel Kravtsov (actor Sergey Bezrukov). He is a rather strange person. If someone has to handcuff, apologizes and asks if they are too tight. Kravtsov is ambitious and honest, young and serious. This is what prevents him from making a career in the city police.
