A young orphan boy, Muthukrishan, manages to escape from a powerful begging mafia. After striving hard for years, he becomes the district collector. The movie shows the plights and hardships Muthukrishnan had to face in his journey and how he, as a collector, helps fellow orphans to escape from the hands of the begging mafia.
