Gargamel is back, and this time he's sending the Smurfs on a wild adventure through Paris in this globe-trotting sequel to the 2011 hit. On Smurfette's birthday, two years after the events of the first movie, the Smurfs narrated how Gargamel created her to destroy them before Papa Smurf saved her and transformed her into a real blue Smurf. However, Smurfette starts to doubt who she is and has the worst nightmares about her origin story. Smurfette thinks that everyone has forgotten her birthday because the Smurfs are throwing her a surprise party and are trying to hide the plans from her.
Gargamel and Azrael are now famous and wonderful people in Paris thanks to Gargamel's magic, but he is running low on the Smurf essence that gives him his abilities. Using the Eiffel Tower as a conduit, Gargamel creates a portal to Smurf Village with his new creations, evil Smurf-like creatures known as the Naughties, named Vexy and Hackus. This allows him to kidnap Smurfette and obtain Papa's secret formula for creating Smurfs. But because Gargamel is too big to enter the portal, he sends Vexy through it in order to capture Smurfette.
Smurfettes are kidnapped, and the Smurfs tell Papa about it. Papa uses his magic to make crystals that let some of his Smurfs go straight to the home of their human allies, Patrick and Grace Winslow, in New York City to ask for their assistance in saving Smurfette. Due to an accident, Clumsy, Grouchy, and Vanity end up using the crystals instead of Brainy, Hefty, and Gutsy, who Papa had intended to use them. Following the celebration of their son Blue's fourth birthday, the Smurfs arrive at Patrick and Grace's apartment, where they also get to know Patrick's stepfather, Victor Doyle. After learning that Gargamel is in Paris, the Smurfs embark on a mission to locate him alongside Victor and the Winslows.
Once in Paris, Patrick and Victor divert Gargamel's attention during one of his shows at the Palais Garnier. Meanwhile, the Smurfs go backstage to search for Smurfette in Gargamel's dressing room, only to find out what Gargamel has planned. Smurfette breaks out of her prison at the same time, and the Naughties come after her. In order to gain Smurfette's support, Vexy pushes her to act naughtily for fun; in the process, the three of them become true friends.
When they get back to Gargamel's hotel suite, he pretends to be nice to Smurfette by giving her a small dragon wand. Until Smurfette realizes that the Naughties are dying because they are not getting enough Smurf essence, she continues to refuse to give Gargamel the formula. Smurfette writes down the formula because she has no other way to save them, and Gargamel uses it to transform the Naughties into actual Smurfs. Gargamel immediately transforms them into Smurfs and uses his Smurfalator machine to extract their essence.
Patrick, Victor, and the Smurfs collaborate to save Smurfette in the meantime. Gargamel's enormous dragon wand is powered by the Smurfs, who are soon taken prisoner and placed inside the Smurfalator. The written formula is destroyed and the Smurfs are released from their cages when Patrick and Victor arrive just in time to jointly destroy the Smurfalator, resulting in an explosion of Smurf essence. After everyone is blasted out of Gargamel's lair, Patrick and Victor meet up with Grace and Blue in a sewer hole. When Gargamel resurfaces, Smurfette uses her new wand to blast him away. After he lands on the Notre Dame Cathedral, he unintentionally awakens a stone gargoyle, which launches him to the summit of the Eiffel Tower and sends him hurtling through the air by fireworks. To celebrate Smurfette's birthday, the Smurfs say goodbye to the Winslows and head back home with Vexy and Hackus.
In two post-credit scenes, Gargamel and Azrael are dragged back to their castle through the portal following fireworks from the Eiffel Tower, where they subsequently engage in combat.
