College freshman Shiina moves into his new apartment in Sendai, where he meets his eccentric neighbor Kawasaki. Despite their differences, they bond over a shared love of Bob Dylan. Soon, Kawasaki enlists Shiina in a mission to steal a Kojien dictionary for a Bhutanese exchange student. Kawasaki also warns him to avoid the local pet shop owner, Reiko.
