Chip -- who lead the Chips in a pilgrimage from their jungle homeland to a new land (New York) across the sea in order to escape the tyranny of Chip's brother, Jack (who at the time was king of the Chips) -- has become mayor of Chippington, the new Chip civilization formed beside the cliffs of New York. When a drug epidemic very suddenly befalls a large percentage of the Chip population, Chip is lead to investigate. In a tragic turn of events, Chip finds that the drug empire fueling the rampant spread of drugs is run by his friend and former ally, Clark, who he realizes he must stop, if the Chips are to ever again be a benevolent species.
