Agent Neil Shaw is called out of retirement and finds himself in the midst of a plot to assassinate several leading Senators with himself set-up to take the rap for a recent killing.

Neil Shaw (Wesley Snipes) has returned to help out a friend with senatorial aspirations who's been dragged into a web of corruption, assassination attempts, blackmail and shady dealings with a weapons manufacturer. Reluctant at first, Shaw decides to bet back in the game and gets down to doing what he does best: being all frowny and serious and planting his knee into his opponents' genitals.
