People who make up a nation are mostly rational. The ruling elites, who live of the avails of State frequently need them to behave irrationally. Hence the conflict between a nation and a state. The nation's sacrifices of life and money, exacted by the governments through manipulation of national emotions as well as brutal enforcement, typically benefit the elites. But, as people move in response to business globalization, the power balance is changing. The states will need to learn how to offer more and demand less.
