Tough cop Durai Singam performs an undercover operation and identifies some nefarious activities in the seas around the coastal town.
Duraisingam (Suriya) has gone undercover and is working as an NCC officer in a school in Thuthukoodi. He feels something fishy is happening in the seas around the coastal town. There are two bad guys Bhai (Mukesh Rishi) and Thangaraj (Rahman) who control the coastal belt with their nefarious activities. Meanwhile Sathya (Hansika) a student in the school falls for Duraisingam due to his daring acts. However, he still loves Kavya (Anushka) and is waiting to marry her. Meanwhile the bad guys join hands with an international drug dealer Danny (Danny Sapani) to flood the market with brown sugar. How our one-man army defeats the evil forces is what the rest of the film is about.—Latha Rani
It's been eight months since former police officer Durai Singam had killed extortionist Mayil Vaaganam. Singam publicly resigns his job as ordered by Home Minster Ramnathan in order to secretly investigate observed weapon smuggling on the coasts of Thoothikudi. One night, Singam observes a smuggler named Saghayam and reports his activities to the police. However the local inspector turns out to be working for the smugglers and gives Singam's position away. Saghayam's men chase Singam and attempt to kill him but he fends them off. The next day, Saghayam is confronted by his boss Bhai, an influenctial don who runs a criminal empire in Thoothikudi. Saghayam assures Bhai that they'll find out who thwarted them. They suspect David, a resident who has been taking their products unauthorized. Saghayam nabs David and murders him, throwing his body overboard his boat.
Singam is revealed to work as the N.C.C master at a local school district since he was previously educated in military. A student named Sathya breaks into the school and leaks the computer science exam paper online, and Singam is called in to investigate. Assisted by peon Susai, Singam traces a pair of lost contact lenses in the office room to Sathya and confronts her. He initially threatens to expel her but finds that she is academically successful and cheated when her teacher treated the students unfairly. Sathya begins to have feelings for him, especially after he defeats a don and his men when the attack the school in response to the don's son being punished in class. An officer Karim from Thoothikudi's police district confronts Singam for getting involved in the fight, but he's let go of. Singam appreciate's Sathya's quick thinking and thanks her. Singam and his fiance Kavya's family later discuss terms of marriage but Soundrapandi is disappointed with Singam quitting the police and refuses marriage in anger, to Mahalingam's disappointment as well. Susai later shows Singam around the coasts and tells him about Saghayam and Bhai's activities as observed by locals, but that Bhai has strict influence on the law. Sathya's uncle Thangaraj is a buisnessman and owner of a shipping company, and keeps Bhai and his forces in check when the police do nothing about it.
After further investigation, Singam finds out that Bhai and Saghayam are actually smuggling cocaine into India and selling it to locals. Saghayam discusses with his men the whereabouts of Bhai and his unnamed partner's higher authority, the international drug lord Danny who lives isolated from society on his yacht in the middle of the ocean. Danny murders an Australian border officer in the meantime and instructs Bhai to take in a new shipment of drugs. Not long after, Sathya calls Singam stating that she's been abducted. When Singam arrives at the Manapad Church where she called, she reveals it to be a lie and confesses feelings for Singam. Singam angrily scolds Sathya and tells her to give him her necklace to close the abduction as robbery. Thangaraj becomes enraged and orders his men to find the supposed kidnappers. He calls Singam in personally to thank him but becomes mistrustful and begins to verify his status. Singam make sit clear to Sathya that students cannot be in relationship with a teacher and to let him go. Singam contacts Ramnathan to give a status report on the smuggling case. Singam explains that statistically a small amount of drugs shipped into the nation can claim tens of thousands of young school student's lives through drug parties and trades, and that only a small amount of arrests for drug related charges are made, not enough to wipe out the buisness. Singam states that in order to fully finish the drug trade they must find the leading suppliers. He has also requested that Ramnathan transfers his friends Ezhruamali and Dhamodarai to help him.
The next day, Sathya quits the school hoping that she can have a chance with Singam that way. After spending Valentines Day with Kavya, Singam is forced to take charge with the police immediately after Saghayam kidnaps a girl named Selvi, whose brother belongs to a rival gang and insults Saghayam's caste. Bhai and the other don's gangs clash and riot in the city and injure many police. Singam sends the entire force to fortify parts of the city and arrest the gang members. Singam traces the kidnappers by their cell signals to a hotel and track Saghayam to a private island where he holds Selvi hostage. Singam arrests Saghayam and kills his men, ending the riots. Thangaraj is informed of Singam rejoining the force and Soundrapandi later decides to approve marriage. Upon rejoining the force, Singam befriends officer Karim and allows Susai to live in Nallur after he helps Singam arrest Saghayam. Singam continues to investigate the drug case and bust any shops and merchants selling cocaine. Additionally, Sathya stubbornly tries again with Singam when he rejoins the police even after Singam explains to Sathya that it's not possible. Kavya's houseworker Palani sees them together and gets suspicious, and informs Kavya.
Singam sees Thangaraj speeding and follows him, where he heads out to sea. Singam finds himself in Bhai's territory and it's revealed that Thangaraj has been Bhai's anonymus partner all along. Thangaraj gets angry and scolds Saghayam, who has been paroled with Bhai's influence, about starting the riots. Bhai assures Thangaraj that the police force under Singam's leadership has only been busting drug trades and that they'll never be caught. Singam immediately decides that they must arrest Saghayam again and find that he's a suspect in David's murder. He sends the force to get blood samples from David's family and Karim to find David's corpse. As Singam and the police work to connect Saghayam to the cause of David's death, Thangaraj plans a party in which he decides to invite Danny after 12 years of isolation at sea. Thangaraj plans ahead and invites Singam's superiors to keep them off the case. Ezhrumalai tracks Saghayam's whereabouts and finds that he's made a trip outside the coast. On the night of Thangaraj's party, the police force closes in on Saghayam when he escorts Danny to his harbor. Singam initially becomes suspicious of Danny when he hangs with Saghayam's men. He lets Danny go but arrests him when Danny insults the police. Karim finds that Danny's passport is fake and that he has no Visa or work permit for the harbor.
Bhai informs Thangaraj of Danny's arrest and Thangaraj has many politicans and authorities whom he's friends with call Singam and get him to let Danny go. Singam figures out that Thangaraj is pestering the station into letting Danny go and wonders why it's so important. Singam researches Danny and finds out his identity as a drug supplier. Singam is called by his superiors who are at Thangaraj's party as a set distraction. In the meantime Bhai sends several men to bust Danny out and obliderate the station. The attack kills many police and injures Karim, who is hospitalized. Danny is escorted out to sea again where he calls Thangaraj and scolds him to kill Singam for insultingly arresting him. Singam sends the entire force out to find Danny to no avail because of Thangaraj's influence on the city, and he's scolded by his irresponsible superiors and punished with suspension. The next day he confronts Bhai and swears to bring Danny to justice. Singam tells Ramnathan the next day that using standard rules to deal with Danny will not work and that they'll have to form a coordinated operation to arrest every drug supplier in the city and nab Danny. Singam rejoins and takes charge of the force, getting his superiors suspended and systimatically arrests Bhai's men and anyone who's been buying drugs.
Singam is later visited by Sathya to take her necklace back and is seen by Kavya. Singam explains Sathya's one sided feelings towards him and Kavya states that she'll talk to her. Because of Singam's interference, Bhai sends a Sri Lankan assassin to kill Singam. The assassin shoots Ezhrumalai by accident and is chased by Singam. Singam and the assassin fight in the central city and Singam shoots the assassin. Bhai sends a car to kill the assassin and he's called by Singam with an arrest threat, sending him on the run. Sathya is confronted by Kavya that afternoon about hitting on Singam and Sathya insults Kavya. Singam confronts Sathya and she tearfully apoligizes, and later becomes friends with the couple. Singam later traces Bhai who intends to take in Danny's new shipment and deliver it to Saghayam, who's hiding out after Danny's escape. Bhai travels to Chennai and Singam has officer Rajendran and his colleagues friends who are on the police force track Bhai to a forest hideout. Singam and his men ambush Bhai's gang and have them all arrested. Bhai's entire army attacks the city but Singam fortifies Thoothikudi's center again and has them arrested and beaten. Singam also manages to get all the police who work for Bhai fired. Thangaraj calls up Danny and tells him to stay away from India because of this. Danny calls Singam personally and informs him that he won't win, to which Singam replies that he will find him wherever he's hiding and arrest him. Singam confronts Thangaraj and informs him of his knowledge of his treachery. He calls up police scouts in the town of Rameshwaram to kill Saghayam and spares Thangaraj hoping he'll reform. Mayil Vaaganam's former ally Harbor Shanmugan informs Singam that Thangaraj has hired goons to kill Singam. Singam confronts the goons that night and fends them off, telling Thangaraj that he'll retaliate.
Singam has a parcel of cocaine sent to Thangaraj's house to catch him for drug smuggling, to Sathya's worry. During the seizure at Thangaraj's house, his men tell him that they checked Sathya's car GPS and that she had never been to the location where she claimed to be abducted, and the fact that she now has her necklace seemingly supports this. She has also taken notice of her uncle's Ipad password simply to play on it, but Thangaraj suspects her niece is working with the police and instructs his brother, Sathya's father to murder her. Sathya is found poisoned the next day but Singam refuses to believe it's a suicide since he told Sathya about her uncle's illegal activities and that she was killed for it. Singam confronts Thangaraj in jail and beats him up in retaliation, and swears to get him a death sentence for killing Sathya. Using Thangaraj's seized phone, Singam traces Danny's cell activity and finds that he's in contact with a friend in South Africa and that he's resting in Madagascar. Singam gets support from Ramnathan despite the government's cancellation of their drug arrest operation. He gives Singam all the valid documents to head to Durban South Africa just days before his marriage with Kavya. Singam tells Kavya he can't rest till he finds Danny since Sathya already sacrificed herself for his work.
Singam lands in South Africa the next day and joins major Carl Ambrose of Durban's police force and the two work together to find Danny and his contact Alex, a Durban based don. After a car chase, Alex is killed and Danny escapes to the harbor. Ambrose's men arrest Alex's troops and Singam confronts Danny on his yacht, shooting most of his crew. Singam fights Danny and overwhelms him. He brings Danny to India under arrest and jails him in Thoothikudi, afterwhich he reunites and marries Kavya.
