Police Colonel Viktor Rastorguev was convicted of abuse of office and is serving a sentence in one of the colonies. There he gets close to the former major of the Ministry of Internal Affairs Karpatov, convicted of extortion. It is believed that he took all the blame on himself in order not to substitute his immediate superior, Colonel Dmitry Kholodilov, now an influential general of the Interior Ministry system.
