Billionaire Law and his accomplices are conspiring to murder a judge. The conspiracy is overheard by a inspector from ICAC who records the meeting on a cassette tape. Billionaire Law is determined to pin him down. Before the inspector dies, he hides the tape in the car of a reporter, Me. A young man, Law Kim Long, smuggles into Hong Kong to look for his father. Snakehead mistakes him for Billionaire Law's son, so he makes him groomed.

Tycoon Billion Lo and his accomplices are conspiring to murder a judge. They are tapped by an ICAC inspector who records the meeting on tape. Before the inspector dies he hides the cassette in the car of a reporter, Mildred. Meanwhile a young man, Elflynn Lo, has smuggled himself into Hong Kong to look for his father. Because of his father's similar name to Billion Lo, he is wrongfully taken in by the unscrupulous Snakehead, a small-time people-smuggler, schemer and blackmailer, before escaping and encountering Mildred. They are eventually all captured and imprisoned by Billion Lo, who interrogates them on the tape's whereabouts.
