An honest cop attempts to hunt down a vigilante who kills corrupt cops by setting them on fire.
There are about 2 Lakh policemen in Mumbai. Tasked with the safety of this enormous city, a majority of them don't necessarily have the "cleanest" of vardis. When four such police inspectors are burnt alive in a series of merciless killings, the entire police force is rocked with terror. The media is looking for answers. The public is on the fence over these killings. These crimes reflect Vir as a person. Bold, Calculating, and Unapologetic. He's not scared of killing, or dying. It was clear that he had an agenda. A reason. A drive; behind these deaths and he was far from done. Fearing the next attack, the Commissioner calls upon their best bet to catch Vir. DCP Shivansh is what a proper policeman looks like. Strong, Courageous, Patriotic and most importantly, "Clean." And of course, he's the best at what he does. What follows is a succession of events that will test his Probity to the fullest. He is up against Vir, who is a vigilante and will stop at nothing to complete his mission. This confrontation of epic proportions will take us through the corrupt underbelly of the Financial Capital. Vir and Shivansh are against the same enemy, but they are divided by a fine line. The Law. Shivansh is the "good-guy" protector of the law, whereas Vir wants to take matters into his own hands, disregarding the law. Were these meticulously planned murders just vengeance killings? Or was there order in this chaos? There's a lot at stake. Along with the lives of numerous policemen, the public's faith in the police's capability to keep them safe is also at stake. Will Vir be successful in concluding his twisted message? Or will Shivansh's Integrity and Ethicality become his biggest strength and Vir's biggest weakness?

The killer has left the ashes of the dead policemen outside the police stations and given an open challenge to the police force.These crimes are conducted by Veer (Virendra Rathore) (John Abraham), a bold, calculating, and unapologetic vigilante. The 2nd cop he killed had accepted a bribe of Rs 20 Lakhs to let go of a rich kid who killed a poor pedestrian on the streets with reckless driving.
Fearing the next attack, the Commissioner (Manish Choudhary) calls upon DCP Shivansh (Manoj Bajpayee), their best bet to catch Veer. Shivansh launches his investigation. Sarita (Amruta Khanvilkar) is Shivansh's wife.Veer calls Shivansh on a secure connection with a voice scrambler and tells him that he is only killing corrupt officers. Shivansh says that only law can punish the corrupt and vigilantes have no place in the justice system.
Shivansh deduces that Veer is a soldier & is fighting for the truth and justice. As he tracks Veer, he witnesses firsthand the police brutality and corruption that Veer is fighting against.The 3rd cop Veer kills had taken a Rs 50 Lakhs bribe to allow a late-night bar and restaurant to operate illegally.Using the first letters of the locations where the 3 murders were conducted (SAT), Shivansh figures out that the killer is trying to spell "Satyamev Jayate".
Veer meets Shikha (Aisha Sharma) a fellow activist & a veterinarian. Veer takes an abandoned puppy to her, but she tells him that death would be a better outcome for it. They start dating.
Shivansh zeros in on the next cop who lives in a place, starting with the letter Y. Shivansh bugs the police station at Yari Road and finds that the corrupt cop Bhosale (Rajesh Khera) is torturing an innocent man to confess a crime for the sake of a promotion. Bhosale resorts in inhuman beating to achieve his aim.Veer enters the station as a cop and enters the lockup where Bhosale is torturing the man. Veer proceeds to mercilessly beat Bhosale and setting him on fire. The man refuses to say that he saw Bhosale's killer.
It is revealed that Veer is Shivansh's younger brother, but Shivansh has no clue that his brother is the cop killer.
In a flashback, it is shown that Veer and Shivansh were sons of an honest cop Shiv (Chetan Pandit), who was arrested by the current commissioner, on corruption charges. Shiv could not take the humiliation and set himself on fire. This all had a huge impact on Veer who decides to kill every corrupt cop when he grows up.Through Shivansh, Veer learns that one of cops he had burned alive, has survived. Veer attacks the hospital building in stealth and again sets fire to the corrupt cop. This time Shivansh is not far away, but Veer pretends to be injured by the killer and misleads Shivansh.
Shivansh hoards all the corrupt policemen inside a secure compound, but Veer gets information of the plan and burns the whole building down. Shivansh continues his investigation.Veer is an accomplished painter and holds an exhibition. Shivansh sees that Veer's paintings are tortured portraits of all the cops he has killed and suspects Veer to be the cop killer. Shivansh believes that Shiv was a corrupt cop and that Shivansh had to work very hard to remove the stigma against his name. Veer counters that Shiv was honest and that he is working to remove the stigma against Shiv's name.Shivansh confronts Veer and asks him to surrender. But Veer escapes saying that he has one more corrupt cop to expose.
Shivansh gets an MMS with Veer kidnapping Shikha, who is the commissioner's daughter. Shikha was separated from her father for the last 15 years after her mother committed suicide as she was under depression from being subject to domestic violence from Shikha's father.Shivansh realizes that even the commissioner is corrupt. Veer asks Commissioner and Shivansh to come to the same location where it all started. The place is where Veer's father immolated himself.
Veer gets the commissioner to accept that he framed Shiv as he was a very honest op, who neither took bribes, nor allowed others to take them. Then Veer surrenders to Shivansh.The commissioner betrays both brothers and calls in the force and issues shoot to kill orders as both brothers are witnesses to his confession.
Veer counterattacks and defeats all corrupt cops. He wants to burn the commissioner alive, but Shivansh wants to arrest him. When Veer wouldn't stop, Shivansh shoots Veer. But then the Commissioner insults Shivansh and his father's memory. Veer gets one match and still burns the commissioner up. Veer dies.
