The lives of two men--a cop and a criminal--are questioned in the wake of a deadly epidemic in a futuristic, post-apocalyptic Hong Kong.

In one of the darkest and diverse cultural part in the city, there is a minority group who lives in the place where it is full of despair and frustration. Their desperate living comprises illegal gambling, prostitution as well as drug-dealing. This chaotic region is unique within the city.
