Two detectives search for a serial killer that they have been chasing for three years despite personal and professional turmoil.

The Violent Crimes Unit has been in search of a serial killer for the past three years. Led by veteran detectives Miller and Caine the case has been one of the most difficult ones of their careers even affecting one of the partners personally. On the night of Senator Elect Arthur Thomas' election, Hope, one of his campaign members disappears. As the newly elected Senator prepares to take his seat in the Senate allegations start to arise regarding Hope and the young Senator. Detectives Miller and Caine are assigned to the high profile case as the evidence points towards an older case they have been working on.
