In Edo, murders occur one after the another, like street killings. The victims, Kanpachi (a blind man), Sakai (a yoriki), and Osei (a geisha), were all involved in a previous case. A young man named Utaro (Akira Mita), a returnee from the Hachijojima island, emerges as the underboss, but his girlfriend Osawa (Hisako Manda) is a woman that Dobu (Kunie Tanaka) is in love with.
