A virtuous Hong Kong Police Officer must clear his good name when the drug lord he is after frames him for the murder of a dirty cop.

Kevin Chan (aka Jackie) is a Hong-Kong cop, who scores his first big hit by virtually single-handedly capturing and arresting a big drug- lord. Of course, the drug-lord isn't too happy about this, and frames Kevin with the murder of another cop (who happened to be on the take). Synopsis

The Royal Hong Kong Police Force is planning a major undercover sting to arrest crime lord Chu Tao (Chor Yuen). John Ko (Charlie Cho) is Chu Tao's right-hand man.Inspector Chan Ka-Kui (or Kevin Chan) (Jackie Chan) is part of the operation, along with undercover officers stationed in a shanty town. The entire shanty town is cordoned off once Chu and his entourage enter the area. Chu Tao completes a deal to buy drugs from his supplier.

However, the criminals spot the officers (from the earpieces worn by them), and the shootout ensues between the two groups. Several cops are scared of the intense gunfire and Ka-Kui helps many of them remain calm and mount a resistance to the goons.Civilians either flee the town or are caught in the crossfire. Ka-Kui captures Chu Tao's secretary Salina and chains her to the steering wheel of his car.

Ka-Kui persists in his chase, eventually following on foot as the drug lord attempts to escape in a double-Decker bus. Ka Kui manages to get in front of the bus and bring it to a halt by threatening to shoot the driver with his service revolver. Chu Tao tries to bribe Ka-Kui with his briefcase of money to let him go, but Ka-Kui refuses.

Later, Ka-Kui is reprimanded by Superintendent Raymond Li (Lam Kwok-Hung) for letting the operation get out of hand, but subsequently presented to the media as a model police officer to please the police brass. Ka-Kui is asked to star in many promotional ad campaigns to help with recruiting for the police force.His next assignment is to protect Chu Tao's secretary, Salina Fong (Brigitte Lin) who is pressured to testify in court about Chu Tao's illegal activities. In reality Li had arranged this, so he could keep an eye on Salina through Ka-Kui. As per the law Li was within his rights to assign protection to the prosecution witness Salina. Ka-Kui is paid $30/day bonus, plus expenses, for this assignment.

Ka-Kui's senior Inspector "Uncle" Bill Chou (Bill Tung), superintendent Li play a very smart game. He grants bail only to Salina & insists that she talks to him alone, without Chu's lawyer Cheung who had come to bail Salina. Li's plan is to give the impression that Salina has agreed to cooperate with the police in exchange for them dropping all charges against her.

In the meantime, Chu's lawyer convinces Chu (who is still in police custody) to hire an assassin to get rid of Salina. Chu cannot believe that Salina agreed to testify against her but knows that Salina has been with him for only a year.

At first, Salina insists that she does not require protection, but after Ka Kui has a fellow policeman break into her apartment (when she was in her underwear) and pose as a knife-wielding assassin, she becomes more cooperative. Ka-Kui suggests that she moves to his apartment for her security and gives her his own jacket to cover herself.The two drive away in her car (where Ka-Kui records Salina's confession). Salina says that Chu Tan was a friend of her father and had helped the family out when times were tough.They are ambushed by Chu Tao's actual hit-men, who are scared away when Salina threatens them with Ka-Kui's revolver which she found in his jacket.

When Ka-Kui arrives at his apartment with Salina, he is surprised by his girlfriend, May (Maggie Cheung) and her friends, who are throwing a birthday party for him, but May becomes angry with Ka-Kui after seeing Salina only wearing lingerie and Ka-Kui's jacket. Ka-Kui later explains to May that Salina is a witness, but after much bumbling and embarrassment, causing her to leave the scene, though she does go to Chu Tao's trial the next day.

Meanwhile, Salina discovers that the attack at her apartment was a sham and decides to slyly record over her confession about working for Chu Tao that took place in the car ride there. She sneaks away while Ka-Kui is sleeping and is not present at the trial the next day, which ends with failure for the prosecution because of Salina's absence and tampering with the recording.

Though Chu Tao is released on bail, he wants revenge against Ka-Kui. He captures Salina and threatens to kill her to ensure her silence. Ka-Kui finds and frees her but is attacked by several of Chu Tao's men. When fellow Police Inspector Man (Kam Hing Ying) arrives, he reveals that he had been working with Chu Tao and thus Salina's capture was merely a ruse to trap Ka-Kui. To Man's grim surprise, the plan is also to include Tao's men killing him with Kui's gun to frame him for murder. Now a fugitive cop killer, Ka-Kui must try to catch Chu Tao and clear his name, taking his superintendent as hostage in order to escape custody, though he soon lets his co-operative superior go free.

Salina goes to Chu Tao's office at a shopping mall to download incriminating data from Chu Tao's computer system. Chu Tao notices this and he and his men rush to the shopping mall to intervene. Ka-Kui and May, who are monitoring Chu Tao's activities, follow. In the ensuing carnage, Ka-Kui defeats all of Chu Tao's henchmen (and destroys a good portion of the mall). The briefcase containing the computer data falls to the ground floor of the mall, but Chu Tao retrieves it after attacking May.

Ka-Kui, at the top floor, slides down a pole wrapped in light-bulbs to the ground floor and catches Chu, but the rest of the police force quickly arrives and prevent him from further taking matters into his own hands. Salina attests to them that Danny Chu killed Inspector Man and evidence of his crimes is in the briefcase.

Chu's defense attorney Cheung (Lau Chi-Wing) shows up and accuses the police of misconduct, prompting a beating from an at-wit's-end Ka-Kui, who goes on to extend the beating to Chu Tao before being stopped by his friends.
