In Phoenix, Arizona, all is not well at the local police station as some of the colleagues are not good of heart. Superstitious cop Harry Collins is on the take. Four police officer friends plan a heist from the loan shark that one of them, Mike (LaPaglia), works for as a collector on the side so another one, Larry (Liotta), can pay off his gambling debt to his bookie. Then there is Fred (Levin) who is the nice guy and who has a lovely wife Katie. Then there is James (D Baldwin) who has a temper and is number four.
