A Brooklyn pier racketeer bullies boat-owners into paying protection money but two fed-up fishermen decide to eliminate the gangster themselves rather than complain to the police.

In Brooklyn, fishing is the hobby of the workers Jonah Goodwin and Olaf Johnson and they fish every night in their old boat. Jonah's daughter is the twenty-one year-old telephone operator Stella Goodwin, who is an ambitious young woman who dreams on leaving her neighborhood. She is the sweetheart of the worker George Watkins, a simple man who dreams of marrying her. After the small time gangster Harold Goff arrives in Brooklyn, he extorts money from Jonah and Olaf to protect their boat from fire, and he dates Stella. Jonah tries to convince his daughter that Goff is a racketeer who takes money from poor, ordinary people but she does not care since she sees Goff as her chance to have a comfortable life and visit new places. When she discloses to Goff that her father has savings, Goff demands the money from Jonah. Living by the docks of Sheepheads Bay in Brooklyn, Jonah Goodwin and Olaf Johnson, friends on the far side of middle age and gentle souls, Jonah who owns his own tailor shop and Olaf who is a short order cook at Caroline's Fish Company, routinely go fishing on their small outboard motorboat after hours, they dreaming of buying a true fishing boat, Jonah having saved $190 of the $500 purchase price for the one they have their eyes set on. The biggest problems in their lives is Caroline chasing after Olaf when he doesn't want to be chased by anyone least of all domineering her, and Jonah being henpecked by his overly needy wife, Florence Goodwin, that is until the arrival to the docks of small time racketeer Harold Goff, who is shaking down all the people on the docks for so-called protection money - protection from what he would do to them otherwise - Jonah and Olaf to the tune of $5 a week in perpetuity all under the guise of a loan he forces them to sign. He threatens violence otherwise and has shown he is not afraid to carry out his threats. The situation becomes even worse for Jonah when Goff sets his romantic sights on his impressionable young adult daughter, telephone operator Stella Goodwin. While already in a relationship with who she considers "boring" George Watkins who wants to marry her, Stella laments what she considers her unremarkable life and becomes swept up in Goff's exciting world, she admitting she drawn to that excitement even after learning how he does make his money.—Huggo
