A masked gunman is on the prowl, kidnapping seemingly random victims without hesitation or remorse. First, a Vegas club owner, then a Hollywood actor and then a Los Angeles District Attorney; all taken in the blink of an eye with expert precision. The police are helpless and baffled by the kidnapper's motive even as one of their own detectives falls victim to the one-man crime-wave. The true number of kidnapped victims and the assailant's motive comes to a haunting reality when nine strangers find themselves handcuffed to nine separate poles in a bunker built by the masked gunman who is hell bent on revenge. But the gun in his hand and the threat of death are just tools in his forced act of attrition. If the Gunman is going to succeed, he needs someone to live. "I have brought the nine of you here for a reason. Your survival depends on you figuring out what that reason is. I will leave you alone for you discussions but I will return over ten minutes and kill one of you until you figure out why I have brought you here, or until you are all dead." And with his single deadly statement, the gunman closes the bunker door, leaving the nine stranger scared, desperate and unsure of who will be the first one killed or if any will live. They confess their worst crimes, sins and innermost fears hoping to find the connection that will keep them alive. As each ten-minute period expires, the gunman re-enters the bunker and asks his one simple question. "Why are you here?" If they don't have every piece of his twisted puzzle a single gunshot kills one of the nine resetting the clock giving survivors another chance to uncover the gunman's truth. Synopsis

The nine people who are about to kidnapped are revealed to be: Christian - a petty criminal, Jackson - a police officer, Leon - an illegal gun dealer, Sully - a strip club owner and loan shark, Kelley - an Assistant District Attorney for LA County, Coogan - a pedophile and rapist, Father Francis - a priest, Eddie - a health insurance executive, Nhung Chan - a Chinese store owner who does not know English.

After a string of kidnappings, these nine people are locked inside a room and handcuffed to nine separate pipes a few feet from each other. Then a masked man enters and explains each of them is there for a reason, and to survive, they must figure out how they are all connected. He further explains that he will kill one of them every ten minutes until they figure it out. The kidnapper leaves and a countdown on a clock mounted on the wall starts ticking down. The group begin introducing themselves, and a few early connections are made. Christian says he once borrowed money from Sully but paid it back. Coogan mentions he has been in multiple prisons due to the fact that he is a pedophile and did not have a preference as he mentioned molesting both boys and girls. Kelley and Jackson are former lovers. Just as the group begins to think it is all a hoax, the kidnapper enters and shoots Christian dead, leaving them all of them horrified.

After the masked man leaves, Leon has Sully stomp on his hand until it breaks, freeing himself from his handcuffs. He attempts to escape, but is shot in the back and brought back to the room by the shooter. The shooter then kills Coogan, who had mentioned earlier that he is dying anyway. Coogan tells the shooter that if he wants to shoot him, he should make sure the others are a fair distance away before he does. The shooter whispers the reason for his kidnapping and death in Coogan's ear, prompting Coogan to say he understands why he was in this situation before attacking him and being shot dead. The shooter tells Leon he will be the next to die and the clock is reset once again.

With seven people left, Mrs. Chan recognizes Kelley as her former lawyer after her store was robbed two years earlier. The group begins to see connections between themselves and the robber, Wade Greeley. The shooter returns, but as the seven only know part of the story, he shoots Leon. With the theory in doubt, it becomes clear that Father Francis knows more than he is admitting, but refuses to give them further information. Eventually, Father tells them that it is possible that Greeley did not rob the store; this causes the others to realize that the real robber, Christian, confessed to Father Francis that he had committed the robbery to pay back Sully. However, when she was shown a line-up, Mrs. Chan mistakenly identified Greeley as the robber, and Kelley prosecuted him.

At this point, the shooter reenters, suddenly Sully taunts the shooter telling him that he does not care about his motives and doesn't care if he dies. But the shooter tells him it is not his turn, and attempts to kill Eddie, but Father Francis puts himself in the path of the bullet and is killed instead. The shooter tries to kill Eddie, however the others remind him that he made a deal that he would kill each of them after 10 minutes, meaning he has to wait again to kill Eddie. However as he is leaving, Kelley accuses the shooter of being Wade but he denies this and leaves. Once the shooter leaves, Sully realizes that before Christian robbed Mrs. Chan's store, he didn't have a gun, and must have bought one from Leon. The shooter enters and targets Mrs. Chan; instead of whispering the reason to her, he hands her a note written in Chinese. After reading the note, she breaks down and starts to plead and apologize to him in Chinese (presumably revealing the shooter's motive to viewers who understand Chinese) before being shot dead. Kelley begs him to let her go to be with her son, but the shooter angrily berates Kelley for using her son as an excuse, and leaves, but not before hinting Jackson is the father of Kelley's baby.

Kelley confirms that Jackson is the father of her son, and after much pressure also reveals that she fabricated evidence to convict Greeley, saying she needed to win a case after she already lost so many other cases in court. She also reveals that Jackson unknowingly helped her falsify evidence as she gave him hair from Greeley to frame him for the robbery, as there was hair at the crime scene that would've not only proved Christian guilty, but would have exonerated Wade. She also reveals that she once killed a man who raped her in self-defense, and swept it under the rug when the rapist's body was found. Eddie realizes the shooter must be Greeley's father, exacting revenge, and the remaining four begin to wonder what happened to Greeley after he went to prison. The shooter returns and kills Sully, who shows no remorse for his actions.

With only Kelley, Jackson, and Eddie left, the three struggle to establish connections for Eddie and Coogan. Eddie after seeing blood on his shirt realizes that Coogan was earlier referring to being infected with AIDS (since he mentioned the others being harmed by his "blood splatter"), and, as he has been in multiple prisons, could have raped Greeley and infected him. Then the final connection is made; Greeley applied for an experimental drug treatment for HIV from Eddie's company, but Eddie had no choice but to reject him due to his criminal conviction.

Eddie then realizes why they were all kidnapped and what their connection is to each other. He explains that Sully lent Christian money, but he had no way of paying it back so in desperation he decided to rob a store to get the money he needed. He went to Leon and brought the gun from him, then proceeded to rob Ms. Chan's store, who mistakenly identified Wade Greeley as the burglar. Kelley needing this win for her to keep her job, had her then lover Officer Jackson, unknowingly falsify evidence to successfully convict Wade even though he was innocent. This caused Wade to be sent to prison which unfortunately during that time Coogan was transferred to the same prison and sexually assaulted him and gave him AIDS. After Wade was released from prison he fell ill and despite his father's attempts to get him an experimental drug treatment for HIV, he failed because Eddie was forced to reject his application. Because Wade had a criminal record and the company's policy did not allow them to give assistance to those with a criminal record. Finally, Christian confessed to Father Francis about how he was the one who committed the robbery, but instead of telling this to the police, he kept quiet due to him being a priest and promising them that their confessions would be kept secret.

They explain this to the shooter, Greeley's father, who removes his mask and reveals how much his son suffered because of their actions. Wade was always innocent, but because they only thought of themselves his son ended up dying due to their actions. As promised he agrees to let them all go and gives Kelley the key to all their handcuffs and tells her to free the others after freeing herself. Kelley is released, but, having slowly revealed her true nature, steals the gun and shoots Greeley's father, Eddie, and Jackson dead. However, Greeley's father who was wearing a Kevlar vest, recovers momentarily to reveal that the whole time "everybody has been watching" and that they now know "who the real Kelley Murphy is". However, she still believes that she'll manage on her own, and he simply says "Good Luck" and is then shot in the head, and Kelley escapes just as the police arrive having found their location.
