A ring of gangsters has been terrorizing New York City. Special agent Jerry Cotton is summoned by the FBI to help crack down on the Criminals and put them out of business. He doesnt pull any punches either.

Yes, Jerry Cotton is aiding the FBI in some fashion. Somehow a child is kidnapped and recovered, after Jerry tries to rescue a man who was bound by unknown "tough guys" and died by the force of dynamite that was left to boobytrap Jerry. How all of these sub- plots all tie together is unclear.
