Because of the notoriety she gained from the Miss United States pageant, Gracie Hart's (Sandra Bullock's) life as an undercover F.B.I. Agent is over. In addition, Agent Eric Matthews (Benjamin Bratt) broke off their relationship. Begrudgingly, on the advice her boss, F.B.I. Assistant Director Harry McDonald (Ernie Hudson), Gracie decides to become the F.B.I.'s media-relations officer. 10 months later, with the assistance of style coach Joel Meyers (Diedrich Bader) and a best-selling book about her experience behind her, Gracie becomes a designer-clad media darling and the made-up face of the F.B.I. The new Gracie is the exact opposite of Agent Sam Fuller (Regina King), a woman who, like Gracie before her pageant experience, has deep-seated anger issues. The two do not get along, but that doesn't stop McDonald from assigning Sam to be Gracie's bodyguard. The two are sent to Las Vegas, Nevada when Gracie's friend, reigning Miss United States Cheryl Frasier (Heather Burns), and long-time Miss United States pageant host Stan Fields (William Shatner) are kidnapped there. At the F.B.I.'s Las Vegas field office, Assistant Director Walter Collins (Treat Williams) wants Gracie to be solely the media spokesperson on the case, but Gracie wants to be back in the field, especially when she uncovers some leads that Collins dismisses. Despite their antagonistic relationship, Gracie and Sam have to work together to follow these leads. Along with them are Joel and insecure F.B.I. Her friends from the pageant, Cheryl and Stan Fields (William Shatner), are kidnapped in Las Vegas, and Gracie wants to find them. Gracie is ordered by her boss to continue being the face of the FBI, while they find her friends. Several weeks after the events of the first film, in which FBI agent, Gracie Hart (Sandra Bullock) infiltrated the Miss United States beauty pageant, her new-found fame results in her cover being blown while she is trying to prevent a bank heist. Quick action on her part leads to arrest of the robbers, but FBI decides they cannot use Gracie for fieldwork anymore.To capitalize on Gracie's publicity the FBI's Director Harry McDonald (Ernie Hudson) decides to make her the new "face" of the bureau. After being dumped by her boyfriend, fellow agent Eric Matthews (who gets relocated to Miami) Gracie agrees to the reassignment.
When FBI agent, Sam Fuller (Regina King) gets relocated to New York City from Chicago (Due to anger management issues), Gracie doesn't take to her at all (Sam insults Gracie and refuses to back off when confronted). The feeling seems to be mutual as the FBI eventually makes Sam Gracie's bodyguard, much to Sam's disgust.Joel (Diedrich Bader) (Gracie's new stylist) works hard with Gracie as this is now going to be her whole life. Ten months later, Gracie begins appearing on morning television shows, such as Live with Regis and Kelly, The Oprah Winfrey Show and the Food Channel, giving out fashion advice and promoting her book. A school girl Priscilla (Molly Gottlieb) wants Gracie to come to her school so all the girls can see that being an agent is cool.Sam walks out on Gracie as she doesn't like working for her. but McDonald tells Sam that if she blows the Gracie assignment, Sam is done in the FBI.
However, when Gracie's friends, Cheryl Fraser (Heather Burns) (the current Miss United States) and Stan Fields (William Shatner) are kidnapped in Las Vegas. FBI Las Vegas head Walter Collins (Treat Williams) & Gracie's FBI liaison Jeff Foreman (Enrique Murciano) give them a debriefing on what they know. Gracie's job is to handle the press and give an image that FBI is in control of the situation. Jeff is really excited about his girlfriend Janet (Elisabeth Röhm), who is also an agent.Cheryl & Stan have been abducted by Karl Steele (Nick Offerman) & his brother Lou Steele (Abraham Benrubi), on behalf of someone known as Mr Grant. But then Karl realizes that Cheryl is worth millions and cuts Grant out of the deal. They record a video ransom note asking for $5MM.
Gracie interrogates the limo driver Tom Abernathy (Stephen Tobolowsky), who was driving Cheryl and Stan on the day of the kidnapping. Gracie is intrigued as to why TOm parked so far away and learns that he was paid $200 by a woman (who looked like Dolly Parton) to do so.When Gracie tackles the real Dolly Parton in her hotel, Collins wants her back on a plane to NYC. Instead Gracie decides to goes undercover to try to rescue them, accompanied by Sam, after video footage of the abduction suggests that Stan was the target rather than Cheryl.With the help of Joel, she disguises herself as an old woman and enters the old age home where Cheryl and Stan were abducted. She meets Stan's mother Carol Fields (Eileen Brennan), who tells Gracie that Stan loved the slot machines and had taken money from the loan sharks.
Meanwhile Karl and Lou plan to turn Treasure Island hotel into a crime scene. Gracie sends Jeff back into FBI building to get a list of all loan sharks in Las Vegas, but he finds COllins kissing Janet. Jeff is caught by Collins and Collins learns that Gracie and Sam never left Vegas.Collins threatens Gracie with arrest and wants her out of Vegas. At the airport, Sam finds a poster of a Dolly Parton look alike and Gracie is in. They escape the airport again. Gracie, Sam and Joel arrive at the Oasis Drag club (The only place in Vegas with a Dolly Parton look alike) where they end up singing Tina Turner songs and are given Cheryl and Stan's location by a contestant dressed as Dolly Parton.
The kidnappers move Cheryl and Stan to the ship at the Treasure Island Hotel (where they work as pirates) and Casino which sinks during every show (but this time it will end up drowning Cheryl and Stan.It is then up to Gracie to save the day once more, this time with the help of agent Sam. Gracie and Sam find Karl and Lou and stop them from escaping. Then Gracie saves Stan, but while saving Cheryl, her dress gets stuck in the ship and she is about to drown. Sam comes in and saves Gracie. Cheryl starts dating Jeff. Collins tries to take full credit for finding Stan and Cheryl, and Gracie pushes him into the water.Gracie attends school for Priscilla and encourages young girls to take care of themselves.
