After the slums of Paris were engulfed in flames due to a serious of riots, the government inaugurated a plan which provided funding to non-profits that worked in the neighborhoods. The goal behind the plan was to develop programming to better occupy the 'kids of the projects'. Mathieu and Romuald received funding to expand 'Quartier TV' : a local television station based out of the community center in the Mines neighborhood outside of Paris. A dynamic and eclectic team forms: Nadia, a young radical journalist; Farid, an archaeology student; Souleymane, a promising young host; and the seductive Leila, a high school cinema intern.
