After escaping from prison, Menino Fogo, a villain who wants to be very rich, makes a small nuclear bomb that fuses with fire and gives him Fire powers. With these powers, he goes in search of revenge on an old rival of his, Charles, however, his perverse aggression caused Charles to sink into a pool, and Menino Fogo's radiation and the pool's water gave Charles the powers of manipulation and generation of Water. Unfortunately, upon leaving the pool, Charles discovers that his parents were murdered, with a thirst for Justice, Charles becomes a Hero called Menino Água, and protects the city and the Bem-Te-Vi neighborhood from the deeds of the evil Menino Fogo.—Pudim Abestado
