The former head of the central administration, Bulygin, was sent from Moscow to Siberia to build a bridge across the Severnaya River. Once an experienced builder, and now just an imperious official, Bulygin cannot cope with the construction. However, after many experiences and mental trials, Bulygin again acquires the traits of a skillful leader.
