It begins with a romantic weekend in Italy: Head of the building authority Otto Schlegel has driven south with his secret lover Renate for a few days - where he promptly receives a parking ticket for illegal parking. Actually not a big problem, but unfortunately Schlegel, normally a man of moral integrity, has used his company car for his private love trip. And so a fine from Italy soon lands on his desk. Since there is an election campaign in the city, Schlegel has to try to get the matter out of the way as discreetly as possible, as such a case of taking advantage would be a godsend for the press. His new employee Michael Brenner promptly offers to solve the problem very discreetly. The delicate thing about it: Michael is the husband of Schlegel's secret love Renate. And before the up-and-coming, rather clumsy young politician can do anything for Schlegel, the press gets wind of the "parking ticket affair". Now it's up to Mayor Schneider to limit the damage - he's already in the media crossfire because of his collusion with the industrialist Reichenbach. When Michael is mistaken for the guilty party and pilloried due to a mix-up, the clever Otto thinks he's already on the safe side. However, this gets him into a lot of trouble with Renate, who can't believe that her innocent, always loyal husband is being used as a pawn instead of finding out the truth. A little later, Otto has to realize that he was celebrating too soon: Schneider and his buddy Reichenbach tell him that in the traffic ticket affair, the head of a high-ranking politician must roll in order to appease the public - namely his. But Otto won't let himself be cut off that easily. With wit and cunning, he hatches a plan to put the corrupt Schneider and the unscrupulous Reichenbach in a tight spot.
