When L.A.P.D. Lieutenant Rick Callahan is chosen to star in the reality show "Cops on the Beat" producers are disappointed by the routine life in the patrol car. Desperate to make an impression, Callahan prssures his partner to release two small time delinquents, Max and Bush, so that he can single-handedly re-capture them.
