Nakaido and Majima are a cop and a prosecutor respectively in the city of Yokohama just south of Tokyo. They have regional responsibilities. Nakaido is a hard-nosed cops who employs ruthless procedure to his work. He works hard. Majima drives hard to get maximum sentences and , in his mind, exact a degree of revenge.
