Synopsis

Michael Dooley (James Belushi) retires from the police force with his colleagues giving him a grand surprise party. A part of Dooley is glad that he is no longer a cop as he is done with the fights and the shoot outs.He and Jerry Lee (King) inadvertently are involved in an armed robbery at a high-tech computer lab. While coming back from the retirement party, the gas runs out in Dooley's car, and they are stranded. Dooley tries calling for a cab when Jerry notices a burglary at the computer lab across the street. The burglars steal 4 valuable microchips from the lab, before Jerry and Dooley can get there. Dooley and Jerry give chase and corner the masked burglars inside a laundry service unit. As Jerry attacks one of the burglars, he drops the case with the chips. Jerry eats one of the chips, one burglar is shot dead and the other one escapes with the remaining 3 chips.

Due to his presence at the crime scene, Dooley is considered a suspect by the FBIs agent Verner (Kevin Durand) and agent Henry (Matthew Bennett). Dooley's pension is frozen until his name is cleared, leaving Dooley angry and broke. None of his cop buddies would lend him money to tide over.To raise some money, Dooley decides to breed Jerry (his dog) with other dogs (as people pay $1500 per mating session for a pure breed like Jerry). This does not go as planned as Dooley meets a professional dog breeder named Maurice, who tells Dooley that he needs all kinds of paperwork for Jerry before he will get paid the top dollar. Maurice has high end clients, who don't like the "undisciplined" Jerry.

Maurice (Jody Racicot) introduces Dooley to Catherine and her dog Molly. Dooley is attracted to Catherine, but Jerry is not very hot for Molly. Dooley has to force Jerry to have sex with Molly for both their sake. Dooley is given a decent amount of money to aid in his retirement (half upfront and half after Molly gets pregnant. Dooley also asks Catherine for the right to pick of the litter).Dooley is still being investigated by the F.B.I. who keep Dooley under observation. To keep them from following Dooley, he resorts to tactics like Jerry biting off their tire, Mooning them in the morning, turning the sprinklers on them, and so on.Meanwhile, the burglar, a man named Thyer, contacts the middleman Frankie the Fence. Thyer wants to double the money for the chips but can't deliver as the end client wants all 4 and Thyer is 1 short.

Jerry Lee starts feeling poorly, and it is revealed that his illness is due to having eaten one of the microchips during the robbery. Dooley takes him to the vet. Later Dooley gives Jerry a "Spicy" meal to make him feel better. Jerry passes stool and Dooley is able to recover the chip. Dooley takes the chip to an expert who says that the chip is light-years ahead of anything on the market and will redefine personal computing all over again and disrupt a billion-dollar industry. He also adds that to work, all 4 chips are needed. Dooley hides the chip in Jerry's locket which is always tied around his neck collar.

Laura Fields (Kim Huffman) comes to Dooley's house and she hires him to find her missing fiance Kevin. Laura hands over a photo of Kevin to Dooley and it is the same person Thyer. In his research Dooley finds that Kevin is a Princeton undergrad and a Harvard MBA.To aid his investigation, Dooley goes to the Police Station to talk to Carlos (Jason Schombing) and Pete and even offers them doughnuts as an "incentive" to help. Captain Thomas (Blu Mankuma) finds Dooley at the police station and isn't pleased by his snooping.However, Dooley later goes into the captain's office and uses his computer to search for information to help clear his name. He notes that there are active suspects: Billy Cochran (Michael Eklund) and Charles Thyer (Christopher Shyer). Dooley and Jerry Lee locate Billy Cochran at a party and give chase. Dooley captures Cochran who says that he got involved in the micro-chip job due to Frankie the Fence and the main guy leading the heist was Charles Thyer. But Dooley cannot find any reference to Thyer in any of the databases.

Dooley discovers that Kevin Wingate is an alias for Charles Thyer and that Kevin Wingate died in 1995. He informs Laura that Kevin is not what he said he is. Laura wants to close the case, but Dooley is determined to help Laura find Kevin/Thyer and get closure.Dooley's hypothesis is that Thyer was involved in the arson of AI Microlabs. After the fire, the company changed insurance companies, and for that they had to resubmit their building plans. This is how Thyer got access to the latest building schematics and gained easy access to the building.

Dooley trains Jerry Lee to use the cell phone in case of trouble. Elsewhere, Charles Thyer berates Billy Cochran for giving Dooley a lead, then kills him.Laura visits Dooley, and claims that Kevin was at her house saying horrible things, and apparently knew about her and Dooley looking for him. Since Laura cannot go to a hotel, Dooley invites her to stay at his home.

The next morning Captain Thomas calls Dooley to his office to figure out why he was looking Billy Cochran up on the computer. Thomas says that Dooley was seen talking to Cochran sometime before his death. Thomas also tells Dooley that Thyer is an industrial terrorist, but his location is not known.

Dooley then enlists Frankie the Fence (Duncan Fraser) to force Kevin/Thyer to turn over the chips. Frankie sets up a meeting between Thyer and Dooley.At the meeting, Thyer had Dooley at gunpoint. Laura arrives and shoots Thyer and demands the chip from Dooley. Dooley realizes that Laura was the mastermind behind the robbery. Dooley chases after Laura, and she is arrested by Captain Thomas's unit.

Dooley, now with his pension, and Jerry Lee meet up with Catherine Colman and her dog Molly, where we find that Maurice has successfully delivered five German Shepherd pups, of which Catherine gives Dooley first pick.Following this Dooley and Catherine discuss names.
