MI7 is the target of a massive cyber-attack from an unknown entity which exposes the identities of all of its current field agents. As a result, MI7 is forced to reinstate Johnny English (Rowan Atkinson), who officially works as a geography teacher while secretly training his young students in espionage. English insists on being given the services of his old sidekick, Bough (Ben Miller), who is still a clerk in MI7. English and Bough travel to the south of France to begin their investigation, from where the cyber-attack roughly originated. There, they decide to stalk Ophelia Bhuletova (Olga Kurylenko). Meanwhile, the Prime Minister of the United Kingdom (Dame Emma Thompson) is considering a meeting with a Silicon Valley billionaire, Jason Volta (Jake Lacy), to form an agreement.

Johnny English (Rowan Atkinson) is shown working as a geography teacher but spends most of his time instead training his young students in the art of espionage. English insists on being given the services of his old sidekick, Bough (Ben Miller), who is still a clerk in the MI7.
English and Bough travel to the south of France to begin their investigation, where the cyber-attack roughly originated from. They locate a yacht named Dot Calm in a marina nearby and try to board it using a dinghy in the dark of the night. They stumble onto a vast network of servers inside the yacht, but are confronted by a Russian operative on board, Ophelia (Olga Kurylenko), but escape. The next day, English and Bough decide to stalk Ophelia and attempt to follow her if she leaves the Dot Calm. When they eventually spot her leaving the yacht, they give chase on the wildly curving mountainous roads of South France, until they run out of petrol. Ophelia, well aware of their pursuit, instead comes back after seeing their chase peter out.
Meanwhile, the Prime Minister of the United Kingdom (Emma Thompson) is considering a meeting with a Silicon Valley billionaire, Jason Volta (Jake Lacy), to form an agreement that she can bring to a meeting between G12 nations. Jason blows the pants of the PM by stopping an hacker attack on the UK traffic system as they spoke.Back in France, while English is meeting with Ophelia at a bar, Bough discovers evidence that suggests she could be a spy. However, at this point, English has become infatuated with Ophelia and totally refuses to consider Bough's premise. Ophelia is revealed to be a Russian spy and is shown receiving orders from her superiors to eliminate English. Fortunately, she fails to execute English, after he accidentally consumes a pill that causes him to become hyperactive just as she silently approaches his door with a gun. Meanehile Bough discovers that the yacht belongs to Volta.
Meanwhile, after further series of cyber-attacks, the Prime Minister and Volta solidify an agreement to be revealed during the G12 meeting (the PM agrees to keep all of UK data on Jason's servers in order for Jason to help prevent any more cyber-attacks on UK). In preparation for the infiltration of Volta's house, English is tasked to complete a virtual reality simulation of the home in which he explores the billionaire's mansion. However, he fails to lock the virtual reality setting to keep himself in the room and goes around London harming many civilians such as hitting a child in a library with a book, pushing an elderly lady in a wheelchair out of a local cafe, attacking an employee of the cafe with two large baguettes and ultimately tossing a tour guide off the top deck of a City tour bus.
After recording evidence about Volta's true objectives with Ophelia's phone, English is captured when she betrays him. English manages to escape by flagging down and hijacking a driving school car passing by. He fends off a high-speed chase by Volta to arrive safely back at MI7. However, he accidentally takes the wrong phone while exiting the driving school car and as a result fails to convince Pegasus and the Prime Minister regarding Volta's schemes. The Prime Minister has had enough of English and his antics and fires English and decides to proceed with the G12 meeting in Scotland. Bough convinces English to move forward and stop Volta without MI7 support. They enlist the assistance of Bough's wife Lydia (Vicki Pepperdine), the captain of a Navy submarine.
Bough and English bypass security at the meeting location by arriving via the coast aboard the Navy submarine. Up in the lighthouse, Volta reveals to Ophelia that he has known her true identity as a Russian Spy since the very beginning. He fends off Ophelia's attempt to kill him thereafter. Fortunately, English climbs up the lighthouse using a gadget suit and manages to intervene before Volta is able to kill Ophelia, but he clumsily falls back down and thus fails to capture Volta as Ophelia escapes.
Volta now joins the Prime Minister and the other G12 nations' leaders for the meeting. English again tries to stop Volta but fails again. The tech billionaire then reveals his true plan of extorting the G12 nations' leaders for control over their countries' data. After failing the second time, English decides to call Pegasus for help as he forgets about the warning that Bough's wife gave him about using a phone near the submarine. English's call inadvertently causes the submarine to launch a surface-to-air missile that homes in on English's beacon there, destroying the Dot Calm yacht as a result. English goes into the castle to go after Volta, but the villain heads toward his chopper to escape. English, Bough, and Ophelia chase after him as Volta taunts English for not being able to catch him. English tosses a tablet at Volta's head to knock him out and he smashes Volta's phone to stop his whole scheme. English returns to the school to find all his students greeting him back as a hero.
