From 1984 to 1986, crime was at its peak in Jammu. Theft, robbery, and murders had become common. In this chaotic atmosphere, a village Sarpanch, Babuji, dreamed of changing society. He believed that education was the weapon that could eliminate crime and darkness. Babuji was committed to educating the children of the village and giving them a bright future. His two sons, Kishan and Dev, were very obedient.
One day, when a notorious goon from the village, Gullu, harassed a girl named Madhu, Kishan confronted him. The situation escalated to such an extent that Dev reached Gullu's hideout and fought with him, resulting in Gullu being shot. When Babuji learned of this incident, he handed over his sons to the law, sending the message that nothing is more important than justice.
After this incident, Babuji faces political pressure not to contest the elections. However, he explains to the minister that in order to reform society, it is essential to eliminate criminals. In response, a covert mission is launched under the leadership of the DGP, which involves planning 16 encounters with criminals. Fearing for their lives, most of the goons abandon crime and turn towards reformation.
The film ends with an emotional message when Dev is narrating the entire story to college students. The students learn that education is what can keep them away from goondaism and crime. They pledge to follow the path of studies and integrity to make their lives better.
