Fighter pilot Doug Masters teaches at his flight school for teens in trouble with the law. In an emergency landing on a deserted airforce base, the kids accidentally uncover a deranged plot to wage chemical warfare.

When Chappy Sinclair is saddled with a bunch of misfits and delinquents for his flight school, he turns to his protégé Doug Masters to assist him in sharpening them for an important competition.
