Synopsis

FBI agent Diane Norwood (Tia Carrere) and DEA agent Max Parrish (Thomas Ian Griffith) are both in pursuit of the same criminals- a trio of allied crime bosses, and a man named Livingston (John Lithgow), who handles their finances.

Diane goes undercover and pretends to fall in love with Oleg Krezinsky (David Hemblen) and sets up a wedding with him to get access to Oleg's father, the mob boss Ivan Krezinsky (Andreas Apergis). Oleg is killed in the shootout, and in the chaos, Ivan manages to get away.It is Parrish who helps Ivan escape, as he wants the arrest for himself. But Ivan is rescued by his own men, while Parrish is driving him away. The other bosses are Alberto Capucci (Carl Alacchi) and Shin Chan (Robert Ito). The bosses hide their illegal activities behind legitimate businesses. Ivan owns the largest hotel chain in the US, Chan owns the biggest car dealership in Italy and Alberto owns the biggest airline in Japan.

Ivan wants revenge, but Livingston tells him to lie low and instead brings in his own assassin to strike at someone close to Diane. Livingston says that he is going to make a large transfer of cash into banks for laundering and does not want any attention on their operations.

Instead of working together, the two agents race to be the first to arrest the criminals and seize their millions in cash in order to claim the money for their agency. But they have no idea when Livingston is moving the money or how.Livingston gets an assassin named Garett to kill Diane's close friend Vicky (Lisa Bronwyn Moore) when they were at a bar together. But Diane is able to get Garett's photo from the CCTV cameras and is able to locate him in the FBI database.Livingston tries to kill Garett to remove all evidence, but Garett is able to walk out since he was wearing a suicide vest, which would have killed Lovingston as well.

After realizing neither one can be beaten or persuaded off the case, the agents reluctantly decide to work together.Despite a great deal of romantic tension, their strong personalities and different investigative techniques frequently clash; Diane, who is thoughtful, serious and by-the-book, is frustrated by Max's cocky, reckless nature and flippant sense of humor.

Max and Diane go after Garrett Lawton (Donald Sutherland), as he is their only link to Livingston and the mafia money. As Max and Diane pursue Garrett, he manages to escape but accidentally plows his car into a cop car and is arrested. Max and Diane cannot divulge their identity to local law enforcement, so Max also gets arrested for stealing a cop car and is jailed at the same station as Garrett.Garrett knows that Max wants the location of the money.

Livingston's men attack the station with a grenade launcher, but Diane shoots them dead and breaks out with Max and Garrett.Livingston reveals to his partners that none of the banks will accept their money, so the only way to launder their illegal cash is to own a country in which a scheduled bank is based. Livingston says that he has used the pooled money to buy a sovereign Island, by bribing the political class.

Garrett demands a 20% cut to cooperate with Max and Diane. But Max double crosses Diane and takes off with Garrett, by promising him Diane's half of the share. Max takes him to the warehouse where the money has been kept.Diane reports Max to her boss, only to be informed that Max was hurt very badly in a DEA operation and was promoted to desk job, from where he eventually quit. Diane realizes that Max is taking powerful medications to suppress his pain and to move about.

Diane gets Max tracked because he had stolen her car. Max says that Garrett won't cooperate with them without his cut, and as FBI Diane cannot authorize that, while as a private citizen, Max can make that deal.Max then claims that he wants to prove to the DEA that he can still do the field job, the one he had prior to the promotion.Garrett agrees to cooperate with Max and Diane. He says that the only way to bring down Livingston is to get Alberto, Ivan and Shin to turn on each other.

Max goes to meet Shin, while Diane goes to meet Alberto, and Garrett meets Ivan. Each of them convinces their respective mark that the other 2 are cutting them out of the deal. They say that they know where the money is and offers to take them there to see for themselves that the other 2 of the trio are already gathered there.

Predictably, the 3 mob bosses assemble at the warehouse where Livingston was accumulating the cash. A shootout ensues. The trio use the diversion to enter the warehouse through a sewer line. But now Diane double crosses Max and drugs him. She says that she is taking the money for herself as she does not feel appreciated at the FBI. As Diane goes after the money, Max takes some drugs to counter the effects of the sedatives.

Diane infiltrates the warehouse and takes control of the truck transferring the money. Livingston manages to stop the truck inside the warehouse. Diane convinces Livingston to leave behind a small percentage of the cash for the FBI to seize, and then he can later claim that FBI took the whole money, but only reported a part of it. This was Livingston will keep majority of the cash for himself, while keeping FBI on the back-foot.This is when Max and Garrett also enter the warehouse through their routes. A shootout ensues and it leads to a Mexican standoff between Max, Livingston, Garrett and Diane. Livingston and Max tell Garrett about Diane's double cross.

Max tries hard to convince Diane to do the right thing. Livingston prepares to shoot Max and Garrett, but Diane realizes that Livingston cannot be trusted and kills him. While Max and Diane reconcile, Garrett drives away with the truck, while leaving a little money behind to satisfy the DEA and the FBI.
