Synopsis

Kalicharan (Ajit) is a diamond smuggle who uses clay idol figures made by Keshav to smuggle them out of India. One day Keshav finds Kali putting diamonds inside his clay figurines. He is devastated and comes home to his wife and newborn son Heeralaal. Kali follows him and overhears Keshav say that he will reveal everything to the police. Kali shoots Keshav and his wife.There is a terrible storm and Keshav's hut collapses as a result. His surviving infant son, Heera, was in a basket, and floats over the storm waters and manages to escape the collapsing hut by luck.

Soon, Kali's own wife Panna goes into labor, but Kali abandons her to go after the police commissioner, whom he wants out of the way to expand his smuggling ops. Kali gives his locket to Panna before leaving.

Unknown to Kali, Panna's car breaks down and the Police commissioner Ram Singh (Murad) runs into her. He puts Panna in his own car to rush her to the hospital. Kali hurls bombs at the car not knowing Panna is in it. Later he realizes what had happened and thinks Panna is dead.

Meanwhile Panna was only injured and gives birth to a son, Pannalaal. she dies in childbirth and the kid gets his father's locket.By twist of fate, both orphans are brought up together in the same orphanage. As toddler, Heera's grand-mom dies and before her death she tells Heeralaal that his dad was murdered and the identity of the killer might be known to his dad's assistant Madho, whose whereabouts are not known. Pannalaal vows to help Heeralaal avenge his father's death. While Heeralaal promises Pannalaal that he would help him find his father.

The duo grows up to be two innocent and kind heart guys named Heeralaal (Shashi Kapoor) and Pannalaal (Randhir Kapoor).Heera and Pannalaal are simpletons. Once they are arrested by the police for adulteration of grain and milk. But they truthfully tell in court that it was the owner of the shop who had instructed them to mix stones in grain and water in milk. Instead of following his instructions, they chose to sell the grain/stones and milk/water separately, so they follow the owner's instructions as well as save their job. The court pronounces them innocent and instead orders the shop owner to be arrested.

They are famous among criminals as they have helped police in capturing them several times. Heeralaal and Pannalaal help the police raid grain black marketeers, which were owned by Kalicharan.

In a sub-plot current Police commissioner, Premlal (Prem Nath) was sent uncover many years ago to a prostitute to find the drug operations of Kali. But Kali got wind of this and exposed Prem's liaison with the prostitute to the papers. Prem's wife left him with her daughter.Today that daughter grew up to be Ruby (Zeenat Aman), who lives with her mom (Prem's wife). She is friends with Neelam (Neetu Singh), who actually lives with PremLal and calls her uncle.

While escaping Kali's goons from the illegal grain store, Heera and Panna get into a dance show organized by Ruby and Neelam.Heeralaal meets with Ruby and falls in love with her. Pannalaal falls in love with Ruby's friend, Neelam.

Kalicharan steals a gold idol from a temple and is planning to send it to his dealer Panther (Amjad Khan). He kills a police officer Samant (Ramesh Deo) (who was investigating the theft). Kali wants to implicate Heera and Panna in the murder of the officer and send them its dead body, but by mistake the idol reaches Heera/Panna and the dead body goes to Panther. Heera/Panna turn in the idol back to the police commissioner Premlal.

Panther and Kali are livid and send their goons after Heera/Panna as they realize that the idol got delivered to them instead. Heera/Panna fight off the goons and follow a fat lady who was working for Kali and had delivered the idol to them.

While following the fat lady Heera had hidden in Ruby's hostel room while Panna had hidden and then slept in Neelam's car. Ruby discovers Heera in her room and has to hide him from her dorm mates and the hostel warden as there are no guys allowed in the girl's hostel.Heera reveals that he entered the hostel following a fat lady and Ruby claims to know and her and promises to send Heera to her.The next day Ruby sends Heera to her "brother" Jaagu (Ranjeet) to be beaten up. Kali's goons think the stolen idol is with Jaggu. When they confront Jaggu, Jaggu thinks they are the ruffians sent by Ruby and beats them up.

Meanwhile Neelam reaches home and finds Panna in her car. Her dad confirms that Heera/Panna are friends of the police. Neelam tells Ruby, who runs to save Heera. Meanwhile Panna is abducted by Kali's men who are still looking for the idol. Panna overhears the location of a large gold cache hidden in the sea by Kali and escapes. He and Heera find the gold and hand it over to Premlal again, but this time they are both captured by Panther and Kali. Just before this episode, Heera found Madho on the streets and finds that Kali is the killer of his parents.

As Ruby comes to Neelam's house, she finds her mom's photo with Prem and realizes she is Prem's daughter. Meanwhile Premlal has gone to rescue Heera/Panna.Things come to a head at Kali's layer where Premlal advises the police through a hidden transmitter, to attack in full force. But Kali overhears the conversation and prepares a booby trap for the forces.

Kali and Panther escape with their prisoners and commandeer a train. Heera/Panna jumps onto the train and confront Kali. Kali finds his wife's locket on Panna and realizes he is the son. Heera won't kill Kali as he promised Panna to help him find his father. So Panna offers to kill himself to torture his dad. A protracted battle ensues on a burning train. To add to the drama the train is accidentally switched to the wrong tracks headed towards a large religious gathering. By a miracle, the train stops before the temple, saving thousands of lives.
