Orders passed down from above lead a team of four Spartans into working with an ONI agent as they deal with a heavily armed group of insurrectionists.

For almost 25 years, humanity's struggle for survival against the Covenant has continued. In human controlled space, small pockets of rebels continue to leech away resources in an attempt to declare independence, causing continued chaos and confusion while humanity attempts to evade extinction. Raptor, a team of four Spartans, have spent the last few years running counter-insurgency operations for the UNSC. After being called back by the Office of Naval Intelligence for what appears to be routine armor maintenance, the team is tasked to assist with a distress call which unexpectedly thrusts them into conflict; dragging from anonymity a heavily armed insurrectionist cell and an ONI Agent with mysterious ties to it.
