A Plutonium vapor bomb goes off at an Army base. There's intelligence that there are 12 more bombs strategically placed around the country and that domestic terrorists have joined to cause revolution. TITMO teams are released (Terrorist Interrogation Teams: Mainland Operations) to find and perform GTMO style enhanced interrogation on various female couriers who are coordinating information between diverse domestic terrorist groups.
