A police inspector and a London returned crime journalist, amongst others, are baffled by a modern day Robin Hood, who robs the rich and distributes the wealth amongst the poor and needy.

Bombay city has been plagued by a bandit, who robs people daringly, and no one has seen him nor willing to testify against him. Police Inspector Vijay has been assigned the case to apprehend him. Assisting him is his daughter, Madhu, and a London-returned crime journalist named Sikander. Together they find out that the bandit targets only the rich, and purportedly shares the wealth with the poor. Inspector Vijay feels that since this bandit has broken the law, he is will leave no stone unturned in order to apprehend him, and bring him to justice.
