Synopsis

We begin with a newscast that the Beansboro Elementary School is canceled for the day due to a seven-inch snowfall. While the adults incessantly complain about the problems snow and ice cause, the children enjoy the opportunity for playing with it.

Holly DeCarlo, a depressed and lonely young aspiring magician is visited by her only friend, Charles, a geeky boy with a knack for climatology. After failing to coerce her to go outside and play in the snow, Holly and Charles begin rehearsing their magic show for the town's upcoming Winter Carnival.

Starting off with the sawing the assistant in half trick, Charles while locked in the box asks for Holly to open the window due to it being too hot inside. When she does, a big breeze comes through, knocking her magician's hat off her head and into the outside. Holly chases after her hat, leaving Charles behind.

While chasing after her hat, Holly runs into her teacher, Ms. Carbunkle. Ms Carbunkle begins to berate Holly for running into her, but begins to complain that she doesn't have time for that as she has to shovel. While shoveling, Ms. Carbunkle begins rambling off why she hates the snow, ignoring Holly as she walks away continuing her search for her hat.

Holly come across her hat atop a snowman, who suddenly comes to life and introduces himself as Frosty. While they're talking to each other, Holly's mom comes up and shows off an aerosol spray that makes snow instantly disappears called "Summer Wheeze"

Meanwhile, the evil Mr. Twitchell, the inventor of Summer Wheeze, is speaking with his board stating he wants it advertised everywhere. He hopes to use the product to win over the people of Beansboro so that they will "make [him] their king". When one of the members of the town council voices concern about the environmental impact of the product, Twitchell has her dropped through a trapdoor.

The town of Beansboro falls head over heels for "Summer Wheeze", delighting Twitchell but causing Frosty to be concerned about his safety. After Holly hides Frosty in her freezer the next day, she sets off to school. While during show and tell in her class, she overhears her classmates proudly chanting "No more snow" and ditches school to find Frosty.

While heading home, Holly witnesses more and more adults using Winter Wheeze to eliminate snow. She then happens across Frosty, who says he got freezer burn while waiting in the freeze. Frosty says he's found a great hiding spot; an ice castle within the Winter Carnival. While making their way to the castle, Holly expresses her hopelessness in standing up for snow.

While Frosty, Holly, and Charles (who has now joined them) are dancing outside, Mr. Twitchell happens across them and orders his cat, Bones, to spray Frosty with a can of Summer Wheeze so he can still be crowned King of the Winter Carnival. The gang take refuge in the ice castle, but not before Frosty gets sprayed and begins to melt.

After grabbing some snow that he was saving for a science experiment, Charles shows up back at the ice castle where he and Holly quickly patch Frosty up. Upon exiting the ice castle, the gang sees no more snow on the ground before running off to hatch a plan for tomorrow's Winter Carnival.

The next day, the town is greeted with another heavy snow fall. But Mr. Twitchell and his trucks of Summer Wheeze roll in to the Winter Carnival and begin blasting all the snow away. He then takes the stage to gloat about his new product. Holly confronts him on stage stating that his product is not as magical as snow, and it's dangerous to the environment. When Mr. Twitchell dismisses her claims that snow is magical, Holly and Charles reveal Frosty to the entire town.

Frosty proceeds to persuade the townspeople to rethink their newfound hatred of snow. Singing about the joy of winter to the town, Frosty is unanimously declared king of the carnival. Holly and Frosty, however, allow Mr. Twitchell to still wear the cape and ride the sled of the carnival king as Frosty heads back to the North Pole.
