Mike Logan, a New York police detective, was working in Manhattan. He was sent to Staten Island following an incident in which he publicly assaulted someone he thought got away with something illegal. While on his way to work, he comes across a body floating in the river. He decides to assert jurisdiction, which doesn't make his boss happy. But Mike hopes that solving the case could get him back to Manhattan. But the investigation takes Mike to his old precinct.—[email protected]
-Background-Three years ago, a homophobic City Councilman is accused of murdering his gay opponent. The councilman is acquitted due to a hung jury and Jack McCoy decides not to re-prosecute. Homicide Detective Mike Logan of the 27th Precinct responds by beating up the Councilman on the courthouse steps in front of hundreds of witnesses and dozens of TV cameras. He is disciplined by being transferred to the Domestic Disputes division in the 128th Precinct on Staten Island indefinitely.
-Plot-The movie opens with Mike Logan riding the Staten Island Ferry to work. An African-American kid stares at him. He gives the boy his US Flag pin. The kid runs off without saying thank you. A few minutes later a police boat speeds by en route to Staten Island. Upon arriving, Logan informs Lieutenant Stolper, his superior, that something is up and goes to investigate. It turns out to be the body of an unidentified African-American woman with her hands cut off. A second boat appears with a detective from the 2nd Precinct in Manhattan. A question of jurisdiction is brought up. Harbour Patrol says the body came from Manhattan but Logan insists it came from Neudoorp, hence it's his case. The Manhattan detective leaves while Logan tells Harbour Patrol that it's opportunity knocking.
At the Precinct, Lt. Stolper orders Logan to give the case to Detective Frankie Silvera since he is not a Homicide Detective anymore.
Logan and his partner, Det. Boyer, are on their way to a Domestic Dispute where the husband has threatened to kill his wife with a bat. Boyer reminds Logan that he's lucky to still be working after what he did.
While Logan is taking a statement from the wife, Boyer proceeds to beat up on the husband. Logan goes out and tries to stop Boyer and they end up fighting. The uniform officer with them gets in the middle and breaks them up. At the Precinct, the husband rants about what happened and Stolper orders all three of them to his office. Logan asks the uniform officer if he wants to be a Detective someday. (implying that he should not break the Blue Wall of Silence) In the office, all three of them claim that the husband started the fight. Stolper mutters about the Blue Wall, then decrees that Logan and Boyer are no longer partners. Logan is next seen on the ferry returning home. He goes to a bar, orders some wine and looks at a photo of the dead girl.
The next day, Logan is interviewing a woman whose lawn mower has been stolen, but isn't really paying attention. In the background, his fellow cops are discussing the homicide. Stolper tells Logan that he's going to retire soon and has decided to tap into Logan's experience with homicides. Boyer will work with Silvera's partner and Logan will work the homicide with Silvera. Silvera comments that due to sexism, she's had four partners in five years and that Logan has had nothing to do with her until now. Logan states his concern is the case only and can work with anyone, regardless of gender. They find out that their body is with Medical Examiner Rodgers in Manhattan. Logan tells Silvera that they will probably be in Manhattan most of the time because he lied on his report and the murder actually happened there.
Rodgers informs them that the victim was 12 weeks pregnant and most of the stab wounds were around the abdomen. Also, the victim had a lot of drugs in her system and also had Syphillus, Hepatitis and HIV. She tells them that due to a storage problem, they need to expedite their investigation. After several hours of pounding the pavement, they find a witness who identifies her as a prostitute/exotic dancer named "Jasmine" who was last arrested on Valentines Day. Silvera decides to call it a night because she has a kid to go home to.
Next day, after checking the local precinct's list of Valentines Day arrests, "Jasmine" is revealed to be Suzanne Taylor. At her apartment, there is a picture of her at the Dance Theatre in Harlem. At the dance theatre, Logan and Silvera come face to face with a woman named Georganne who looks exactly like their victim. They take her to ME Rodgers and she identifies the body as that of her twin sister. Over coffee, she tells them about how they started together as a twin dance act, but then she went out on her own. Over time she fell into bad company with a pimp named "Kingston" who got her strung out on drugs and was pimping her out. At Kingston's place, we see him attacking one of his girls. Logan starts harassing him and then asks him about "Jasmine". Kingston involuntarily reveals that his real name is Seymour Stockton and that she danced at The Catwalk, which is located in the 27th Precinct (Logan's former precinct). Logan warns Kingston to meet him later or he'll make his life very unpleasant. At Catwalk, they are talking to a dancer who knew Jasmine. They are interrupted by a bouncer, who assaults Logan. They meet with the owner, Gianni Uzielli, who grew up with Silvera. Uzielli makes lewd and sexist comments about both Jasmine and Silvera. She responds by slugging him. Gianni orders them to leave and not come back without a warrant.
Logan is summoned to Captain Donald Cragen, his former boss who is now in Organized Crime. Cragen tells him that he's trying to get Gianni Uzielli's father for multiple homicides and that Logan caused his bug at the club to be silenced. He also informs Logan that the Uzielli family has a dirty cop at the 27th Precinct in their pocket, and if he's not careful, Logan could either be killed or in trouble with Internal Affairs himself.
Back at 1-2-8, Silvera reveals that Kingston did a lot of business at the Keller Hotel (also in the 27th Precinct). She also says that Georganne is willing to look at mugshots and suggests that they do it at the 2-7.
At the 2-7, Logan is reunited with Detectives Lenny Briscoe and Tony Profaci and is introduced to their partners Rey Curtis and Sammy Kurtz. They are joking around about "handless hookers" when Georganne walks in, berates them for making light about her sister's death, then storms out. Logan follows her out and calms her down. Then they look at mugshots but she doesn't know any of them. She also believes that because her sister was a dead black hooker, the case won't go anywhere. Logan promises her it will. Logan and Silvera talk shop with the other detectives until the warrant for the Keller arrives. Briscoe, Profaci and Kurtz tag along while Curtis declines, offering to let Logan "have quality time with his ex."
At the Keller, the cops have to strong arm the manager before he tells him which room Jasmine was last in and reluctantly lets them enter it. The room itself looks clean. After CSU arrives, Briscoe, Profaci and Kurtz all return to the 2-7. As CSU removes the bed sheets, Logan notices the mattress is brand new, unusual for a dive hotel. After some language issues with the maid, they find out the old mattress is in the back alley. They find it and deduce that it is the scene of the crime. Forensics officer Reed finds a ton of elimination prints from the cops as well as dozens of other people and she berates Logan and Silvera for not being more careful. Later that evening, Logan and Silvera go to meet Kingston only to find he has been killed by an unidentified man. The man himself was killed by an undercover cop in self-defense.
At the 1-2-8, Stolper is convinced the entire case belongs to the 2-7, if there's any case left, and orders that it be turned over to them. Logan goes to Jack McCoy and requests a task force so he can stay on, McCoy says he'll think about it but he's well aware of Logan's agenda and will ultimately do what's best for the city, not him. Stolper berates Logan for disobeying his orders but has no choice but to let him continue to investigate. Silvera finds out that Kingston's killer was a mob enforcer for the Uzielli family. Logan gets Silvera to set up a meeting with Don Giancarlo Uzielli, Gianni's father.
Giancarlo meets with Logan, Silvera and his consigliere, Jerry Klein. The meeting reveals no pertinent information. They then go to see Reed at Forensics who gives them the full list of fingerprints. One set belongs to Gianni Uzielli, so they get a warrant and go to the Catwalk where they find Gianni being serviced by an underage girl and a lot of cocaine. They arrest Gianni, who puts up a considerable fight. Outside, Detective Kurtz berates Logan for messing up a case they're working on there, but Logan is unmoved.
At the 1-2-8, Klein is able to pick the warrant apart leaving Logan with no choice but to release him. On his way out, Logan tells Gianni that his victim had Syphillus and HIV and he hopefully used a condom.
That night, Logan meets with the 2-7 detectives for a drink and apologizes to Kurtz. He questions Profaci about their Catwalk case and mentions to Briscoe that Kurtz seems to have very expensive tastes in clothing and libations. He then takes Georganne Taylor out for a date on the Staten Island Ferry that culminates in them having a tender moment.
Next morning, Logan is buying a coffee and bagel from a bagel vendor when a car drives up and the driver opens fire, killing the vendor then speeding off. Logan assumes that he was the intended target and tells this to the investigating officer. He then goes to see Cragen who tells him there is no way that Don Giancarlo would order a hit on a cop, but concedes that Gianni might, as he has been diagnosed as psychotic, violent and unstable and even the Wiseguys are wary of him. Cragen offers task force protection but Logan refuses. He goes to Gianni's house where his wife is throwing him out and beating him up because she's been diagnosed with Syphillus.
Stolper blows up at Logan and Silvera for going to Gianni's because he's still convinced that the case is closed. He then gets a call from Klein on behalf of Giancarlo requesting a meeting. Giancarlo assures Logan that there will be no more trouble from him or anyone in his family. Later, Logan tells Silvera about the cop in the 2-7 who is in bed with the Uzielli's and might be connected to their case, and might even be a friend of his.
That night, Logan is out on another date with Georganne, but makes the mistake of revealing his ambition of getting back to Manhattan. Georganne realizes that Logan doesn't really care about justice for her sister at all and that she's made a terrible mistake and proceeds to dump him on the spot.
Logan goes to the room at the Keller and finds Kurtz holding a gun on him, causing him to respond with his. After a few seconds, they put their guns down and have a chat which makes Logan suspicious that Kurtz might be the dirty cop.
Logan visits Profaci at his house and he reveals that his wife is newly pregnant. He questions Profaci about Kurtz and reveals that he has doubts about him. Profaci insists that Kurtz is clean and berates Logan for investigating cops. Logan firmly tells Profaci that the Blue Wall stops at homicide, then leaves.
Logan meets privately with Briscoe and tells him that he suspects Kurtz. Briscoe accuses Logan of being disloyal to cops and Logan retorts that Briscoe was disloyal to him three years ago. After a heated debate, Logan reveals that the Uzielli's own a cop in the 2-7. He lays out all the facts that point to Kurtz. Briscoe agrees to help Logan providing he does it right. Otherwise, he's on his own.
Lieutenant Van Buren blasts Cragen for not telling her about what he knew about her precinct but told Logan instead. She also insists that Kurtz is not only clean, but is her best detective. She calls out Logan for being self-obsessed and pig-headed and storms out. Cragen tells Logan that Internal Affairs is taking over the investigation. Logan protests that the last three years have been hell for him and his only way back to Manhattan is to get credit on this case. Cragen agrees to buy him 30 extra minutes, not one second more. Cragen also informs Logan that Giancarlo Uzielli has ordered a hit on Maritza Flores, the night maid at the Keller Hotel. Logan realizes that she witnessed the murder of Suzanne Taylor.
That night, Logan calls Reed and gets the elimination print list from the mattress and comes to a shocking realization. At the 2-7, everyone glares at Logan. He is about to approach Kurtz, but then asks Profaci to speak with him in private. In the interrogation room, Logan reveals to Profaci that his prints are on the mattress. Not the one in the room, but the blood-soaked one from the back alley. Cragen arrives and turns on the intercom while Logan tells Profaci that IAB is en route and while they have tapes about a dirty cop in the 2-7, they don't have the cop's prints on the mattress. Profaci finally breaks down and admits that he's known Giancarlo Uzielli for years. One day he's asked to fix a ticket for Gianni, and gets some money the next day. From then on, he's looking after Gianni like his own brother. Kingston had brought Suzanne to the hotel. When Profaci got there, she was dead and Gianni had killed her because she refused to abort his baby, so he did it for her. He forced Profaci to help him dispose of the body under threat of death. Gianni cut off her hands so she couldn't be identified. He tells Logan that he and his wife couldn't have a baby so they tried InVitro Fertilization. It costs $12000 a pop and it took them 2 tries. Their insurance wouldn't cover it and they used up all their savings. He says it's ironic that he had to be an accessory to the death of a baby and its mother so he and his wife could have a baby of their own.Logan says without the prints he'll only get 3-5 years in prison. Because they're elimination prints, IAB shouldn't catch them. Cragen comes in and Profaci says it's over. He surrenders his badge and gun to Cragen. Logan lets IAB know he won't cooperate. Van Buren doesn't know what to say to Logan and the feeling is mutual. Logan apologizes to Kurtz and asks Curtis to watch Briscoe's back.
Outside, Silvera informs Logan that Maritza Flores is safe at their precinct and Logan tells Silvera it's time to arrest Gianni. They find him trying to flee and give chase, but they end up losing him. At the 1-2-8, Maritza is giving her statement to Stolper and identifies Gianni from his mugshot. Logan talks to Klein on the phone and informs him that a witness has positively identified Gianni as the killer. They are invited to the Uzielli compound.
Gianni berates his father for inviting police over and insists that you have to be rough with them.Logan, Silvera and an entire SWAT team are there to arrest him. Gianni accuses Giancarlo of ratting on him and shoots him dead on the spot. The SWAT team takes Gianni into custody.
Logan goes to visit Georganne Taylor to tell her the news. She says she heard already. She hopes he gets back to Manhattan but never wants to see him again and tells him good night. Logan walks away. Their is a news report in the background about the arrest and the task force that was set up to solve the case. Credit is given to the entire department but Logan receives no special credit. He is destined to remain on Staten Island for the foreseeable future.
