Indian Army General sends two undercover army Captains, Raja Sethi and Jeet Sharma, disguised as terrorists to track down Mast Gul with aide Nasheman, to infiltrate their terror group and capture them in Afghanistan. To achieve this, the General stages a fake kidnapping of himself at the hands of both his Captains posing as terrorists, who are then given Rs 10 lakh ransom money. This money is a front to fund both heroes in their mission to locate Mast Gul's camp in deep mountains across the border. The kidnap news is made public, fake kidnap drama allowed to be reported live by a Reporter to establish Raja and Jeet as terrorists. They then visit Afghanistan and successfully come in contact of Mast Gul. They soon discover a sinister plot of Pakistani ISI and Mast Gul to murder Pakistani Prime Minister visiting India to destroy his massive attempt at long term peace with India and embarrass India in the process.
