In a NATO bunker, a young soldier, his wife and his son are made prisoners by a group of Russian terrorists who are threatening to use nuclear weapons.

Civilization's worst nightmare is about to begin - The last two nuclear warheads on German soil are due to be destroyed as part of a nuclear disarmament program. On the way there, the members of the Russian delegation invited for the occasion are attacked by terrorists, who then pose as the dignitaries and are let into the highly guarded compound. A short while later the brutal intruders have the entire nuclear bunker in their power, and take the guests hostage. They demand that the Defense Ministry transfer one billion marks to a Russian account - otherwise they will trigger a nuclear bomb that will kill millions.
